MNRE Grants ALMM List-II Exemption For PM Surya Ghar Consumers Opting ‘Give It Up’ Scheme Until March 31, 2027

The Ministry of New and Renewable Energy (MNRE) has issued an important clarification regarding solar rooftop installations under the PM Surya Ghar: Muft Bijli Yojana (PMSG: MBY). Through an office memorandum dated June 8, 2026, the ministry announced a specific exemption related to the Approved List of Models and Manufacturers (ALMM) List-II for certain residential solar consumers.

The clarification applies to homeowners who choose the “Give It Up” option under the PM Surya Ghar scheme. This initiative allows residential consumers to voluntarily forgo the Central Financial Assistance (CFA) subsidy provided by the government. The objective of the campaign is to enable a larger number of households to benefit from the scheme by reducing the subsidy burden on public funds.

According to the ministry, residential rooftop solar consumers opting for the “Give It Up” provision will receive a limited exemption from the ALMM List-II requirements, which govern the use of approved solar photovoltaic (PV) cells. However, despite waiving the subsidy, these consumers will continue to remain within the framework and guidelines of the PM Surya Ghar: Muft Bijli Yojana.

MNRE clarified that the exemption is available only to residential net-metering consumers who submit their applications through the official PM Surya Ghar National Portal. The exemption is temporary and will remain valid until March 31, 2027, which is the current end date of the scheme.

To make the process easier for eligible consumers, the ministry has also stated that separate registration on the Domestic Content Requirement (DCR) Portal maintained by the National Institute of Solar Energy (NISE) will not be required for claiming this exemption. This move is expected to reduce procedural requirements and simplify project implementation for participating households.

At the same time, MNRE emphasized that the relaxation is strictly limited to this specific category of consumers. All other rooftop solar projects and consumer categories must continue to comply with existing ALMM and regulatory requirements without any exemption.

The memorandum was issued by Scientist-E Sanjay G. Karndhar with the approval of the Secretary, MNRE. Copies of the directive have been sent to state energy departments, distribution companies (DISCOMs), and implementing agencies for immediate compliance and necessary action.
