MahaGenco REL Invites Bids For DPR Consultancy Of 2,200 MW Pumped Storage Projects In Maharashtra

Mahagenco Renewable Energy Ltd. (MahaGenco REL), a wholly owned subsidiary of Maharashtra State Power Generation Company Ltd., has invited bids for consultancy services to prepare Detailed Project Reports (DPRs) for two proposed pumped storage projects (PSPs) in Maharashtra. The tender, issued under Notice Inviting Tender (NIT No. MahaGenco REL/PSP/T5/2026-2027), is part of the state’s ongoing efforts to strengthen energy storage infrastructure and support the integration of renewable energy into the power grid.

The consultancy assignment covers the preparation of DPRs for the proposed Varandh Ghat Pumped Storage Project and the Koyna Stage-6 Pumped Storage Project. Together, the two projects represent a planned generation capacity of 2,200 MW. The Varandh Ghat project is planned with a capacity of 1,200 MW through four units of 300 MW each and will be located across Pune and Raigad districts. The Koyna Stage-6 project will have a planned capacity of 1,000 MW through four units of 250 MW each in Satara district.

Once developed, the projects are expected to play a significant role in improving grid reliability by storing surplus electricity generated from renewable energy sources and supplying power during periods of high demand. Pumped storage projects are considered an important solution for balancing the increasing share of solar and wind energy in India’s electricity network.

Under the scope of work, the selected consultant will be responsible for preparing comprehensive DPRs, including all necessary field investigations and technical studies. The assignment includes conducting topographical and geotechnical surveys, environmental and social assessments, and preparing Environmental Impact Assessment (EIA) and Environmental Management Plan (EMP) reports. The consultant will also be required to obtain statutory clearances and prepare the reports in accordance with the guidelines of the Central Electricity Authority (CEA) and the Ministry of Environment, Forest and Climate Change (MoEF&CC).

The tender document is available for download from the Bharat Electronic Tender portal upon payment of a non-refundable fee of ₹59,000, inclusive of 18 percent GST. Although the detailed bidding documents specify the Earnest Money Deposit (EMD) and Performance Bank Guarantee (PBG) requirements, these details will be accessible only after the tender document is purchased.

According to the tender schedule, document download began on July 24, 2026. Bidders can submit queries until August 10, while the pre-bid meeting is scheduled for August 11. The last date to download the tender document is August 20, and online submission of techno-commercial and price bids, along with the EMD, must be completed by August 21. Physical submission of the techno-commercial bid is due by August 24, while techno-commercial bids will be opened on August 25. The opening date for price bids of technically qualified bidders will be communicated separately through email.

Mahagenco REL has invited experienced consulting firms with expertise in preparing hydroelectric or pumped storage DPRs and obtaining CEA concurrence to participate in the bidding process. Any future corrigenda or amendments related to the tender will be published only on the official tender portal.
