The Tripura State Electricity Corporation Limited (TSECL) has invited bids for a large-scale rooftop solar project under the Prime Minister’s Surya Ghar Muft Bijli Yojana (PMSG:MBY). The project is being implemented through the Utility Led Aggregation (ULA) model and aims to promote renewable energy adoption across the state. Supported by the Ministry of New and Renewable Energy (MNRE) and the Government of Tripura, the initiative seeks to install 1 kWp grid-connected rooftop solar systems at around 1.5 lakh residential consumer premises.
The overall project has been divided into seven lots covering different regions of the state. The current tender relates to Lot-7, which includes the Dharmanagar and Unakoti Electrical Circles. Through this tender, TSECL plans to appoint a contractor on a turnkey basis for the complete execution of the project.
According to the tender document, the selected bidder will be responsible for carrying out surveys, system design, supply of materials, installation, testing, and commissioning of rooftop solar systems. In addition, the contractor will be required to provide long-term operation and maintenance services. The company must also establish dedicated District Management Centres in each electrical circle to handle consumer support and technical assistance.
TSECL has specified strict technical and financial eligibility requirements for interested bidders. The selected contractor will have to complete the entire project within 180 days from the date of allocation, highlighting the corporation’s focus on timely implementation.
The financial requirements for participation are significant. The tender document can be purchased for a non-refundable fee of ₹25,000. Bidders must also submit an Earnest Money Deposit (EMD) of ₹4 crore as bid security. The EMD must be submitted in an approved format as specified in the Standard Bidding Document (SBD) and will remain valid for 180 days from the opening date of the bids.
The bidding process will be conducted through a single-stage, two-envelope e-tendering system on the state’s official procurement portal. However, certain important documents, including the EMD, tender fee receipt, integrity pact, and power of attorney, must also be submitted physically at the office of the Additional General Manager (DP&C) at the TSECL Corporate Office in Agartala.
As per the schedule, the tender was released on June 15, 2026. A pre-bid meeting is scheduled for June 22, while the last date for submission of queries is June 27. Online bid submission will begin on July 6 and close on July 14. Technical bids will be opened on the same day, while the date for opening financial bids will be announced after technical evaluation. TSECL has stated that late submissions will not be accepted and bidders should regularly check the portal for any updates or corrigenda.
