Rajasthan Discoms Urge Banks To Fast-Track Loans For PM-KUSUM Solar Power Developers

Rajasthan DISCOMs have taken a significant step to accelerate the implementation of solar energy projects under the PM-KUSUM (Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan) scheme. To address practical challenges faced in securing loans for solar projects, DISCOMs Chairman and Managing Director of Jaipur Vidyut Vitran Nigam Limited, Aarti Dogra, held a meeting with representatives from banks and solar power developers at Vidyut Bhawan in Jaipur.

The meeting focused on identifying and resolving issues that are slowing down loan approvals for solar power projects. Speaking during the discussion, Dogra emphasized that PM-KUSUM is a nationally important scheme sponsored by the Government of India. The initiative aims to make farmers energy self-reliant while promoting the use of clean and green energy in the agricultural sector. She highlighted that banking institutions play a crucial role in ensuring the successful implementation of the scheme.

Dogra urged banks to adopt a positive approach toward loan applications submitted by eligible solar power developers. While acknowledging the need for banks to complete all necessary formalities and due diligence, she stressed that unnecessary delays in loan processing should be avoided. Simplifying and expediting the lending process would help developers receive timely financial support and accelerate the installation of solar power plants across the state.

Rajasthan continues to lead the country in the implementation of the PM-KUSUM scheme. Under Component-A and Component-C of the program, the state has already commissioned 2,034 solar power plants with a combined capacity of 4,468 MW. Officials believe that faster access to financing will further strengthen the pace of project development and help achieve renewable energy targets.

During the meeting, it was also decided that monthly camps will be organized at the zonal level starting from July. These camps will bring together bank representatives, solar developers seeking loans, and DISCOM officials on a common platform. The objective is to facilitate quicker resolution of loan-related issues and ensure faster processing of pending applications.

Solar developers participating in the meeting raised concerns regarding several challenges affecting loan approvals, including collateral security requirements, lease registration procedures, land mutation, account partition issues, and right-of-way clearances. In response, bank representatives pointed out that delays often occur because some developers fail to complete the required documentation and formalities on time.

Dogra requested banks to consider the unique structure of the PM-KUSUM model and introduce practical flexibility in lending conditions wherever possible. Bank officials assured the Chairman that they recognize the importance of the scheme and will work toward simplifying the loan approval process. They also committed to prioritizing the disposal of pending applications to support the faster deployment of solar energy projects across Rajasthan.
