OMV Petrom and Complexul Energetic Oltenia (CE Oltenia) have received the first shipment of photovoltaic panels for four utility-scale solar parks with a combined installed capacity of approximately 550 MW, marking a significant milestone in one of Romania’s largest renewable energy development programmes.
The initial batch, representing around 100 MW of solar panels, has arrived at the Port of Constanța and will be transported to the construction sites in Ișalnița, Tismana, and Rovinari. In total, approximately 800,000 photovoltaic panels will be installed across the four solar parks, which are currently under construction.
According to the project developers, nearly 1,500 truck deliveries will be required to transport the equipment from the port to the project sites. Panel installation will begin immediately upon arrival at each location, with construction activities progressing simultaneously across all three sites in line with the project’s execution schedule.
The photovoltaic modules are N-type half-cell bifacial panels designed to deliver high efficiency under varying solar irradiation and temperature conditions. Once completed, the four solar parks are expected to generate enough renewable electricity to meet the annual consumption of approximately 500,000 households.
The projects represent a combined investment of more than €400 million, with around 70% of the funding provided through Romania’s Modernisation Fund. The first funding tranche, valued at approximately €70 million, was received in December 2025. OMV Petrom and CE Oltenia each hold a 50% ownership stake in the joint venture.
Franck Neel, Executive Board Member responsible for Gas and Power at OMV Petrom, said the arrival of the photovoltaic panels demonstrates tangible progress in project execution and highlights the effectiveness of the public-private partnership driving the development.
Constantin-Cosmin Trufelea, President of the Directorate of Complexul Energetic Oltenia, said the milestone reflects continued progress in implementing the company’s restructuring and decarbonisation strategy while supporting the diversification of its electricity generation portfolio.
Beyond renewable energy deployment, the partnership is also supporting workforce transition through the RenewAcad programme. Implemented by OMV Petrom in collaboration with CE Oltenia, the initiative provides professional retraining for employees moving from conventional energy operations to renewable energy. To date, around 255 CE Oltenia employees have completed certification as solar photovoltaic system installers, equipping them with skills in the installation, commissioning, and maintenance of solar power systems.
The four solar parks are scheduled to become operational in 2027 and are expected to play a significant role in advancing Romania’s renewable energy capacity and long-term energy transition objectives.
