Rajasthan has become the first state in India to sign a Framework for Action with the International Solar Alliance (ISA), marking a significant milestone in the state’s clean energy journey. The agreement, titled “Framework for Action – Advance Clean Energy, Driven Sustainable Development,” was signed on July 8, 2026, at the Chief Minister’s Residence in Jaipur in the presence of Chief Minister Bhajan Lal Sharma. The agreement was signed by Rajasthan Energy Secretary Aarti Dogra and ISA Director General Ashish Khanna.
Speaking at the event, Chief Minister Bhajan Lal Sharma said the partnership reflects Rajasthan’s growing importance as a global hub for solar energy. He credited Prime Minister Narendra Modi’s leadership for making India a global leader in climate action and noted that the International Solar Alliance is one of the Prime Minister’s major initiatives to promote solar energy worldwide. He said the agreement would help Rajasthan accelerate its transition from conventional energy sources to renewable energy by preparing a comprehensive roadmap for solar power expansion, transmission, and distribution. This is expected to improve electricity supply and ensure better quality power for consumers.
The Chief Minister highlighted that Rajasthan’s favourable geographical conditions make it one of India’s leading renewable energy states. Under the Rajasthan Integrated Clean Energy Policy, the state has set a target of developing 125 GW of clean energy capacity. He also mentioned ongoing efforts to promote battery energy storage and supportive policies for integrating large-scale solar power into the electricity grid. Through the PM-KUSUM Scheme, more than 4 GW of solar capacity is already providing daytime electricity to farmers across 26 districts.
The Framework for Action will support the preparation of Rajasthan’s Energy Transition Plan for the period 2030–2035. The plan will focus on renewable energy expansion, strengthening transmission and distribution infrastructure, grid modernization, energy storage, energy efficiency, demand-side management, investment planning, energy modelling, institutional capacity building, and policy reforms.
A key feature of the collaboration is the use of artificial intelligence and digital technologies to improve electricity planning and operations. A Digital Twin-based pilot project will be launched in the Ajmer power distribution utility to accurately forecast electricity demand, improve network planning, integrate renewable energy more efficiently, and enhance the reliability and quality of power supply. The partnership will also provide engineers and government officials with access to global training, knowledge-sharing, and capacity-building opportunities.
During the review meeting of the state’s energy sector, Chief Minister Sharma directed officials to accelerate the implementation of the PM Surya Ghar Muft Bijli Yojana and asked the Chief Secretary to regularly monitor its progress. He also reviewed the PM-KUSUM Scheme, the Revamped Distribution Sector Scheme (RDSS), Battery Energy Storage Systems, and the Green Energy Corridor projects, directing officials to speed up implementation. He further instructed authorities to ensure uninterrupted electricity supply during the monsoon season while taking measures to prevent electrical accidents and maintain reliable power for households, industries, and farmers.
