PSERC Schedules Final Hearing In Change In Law Compensation Dispute In Punjab

The Punjab State Electricity Regulatory Commission (PSERC) has adjourned proceedings in a petition filed by Vector Green Surya Urja Pvt. Ltd. against the Punjab State Power Corporation Limited (PSPCL) and the Punjab Energy Development Agency (PEDA). The dispute relates to the recovery of additional expenses that the renewable energy developer claims were incurred due to a notification issued by the Ministry of Finance on October 8, 2024.

Vector Green has requested the commission to recognize these additional expenses as a “Change in Law” event under the provisions of its Power Purchase Agreement (PPA), which was signed with PSPCL in January 2014. The company has also relied on the relevant electricity regulations to support its claim for compensation. According to the petition, the additional financial burden arose because of the government notification, and the developer believes it is entitled to recover these costs from the concerned utilities.

The matter came up for hearing before the commission on July 8, 2026. During the proceedings, the commission noted that Vector Green had already submitted its rejoinder in response to the replies filed by PSPCL and PEDA. However, the petitioner’s legal counsel requested that the hearing be postponed, stating that the senior advocate handling the matter was engaged in another court and was therefore unavailable to present the arguments.

The commission, comprising Chairperson Sanjay Gupta and Members Ravinder Singh Saini and Ravi Kumar, accepted the request for adjournment. While granting the postponement, the commission made it clear that this would be the final opportunity given to the petitioner to argue the case. In its order dated July 9, 2026, PSERC directed that the matter be listed for hearing on July 29, 2026, at 11:30 AM, when the petitioner is expected to present its final arguments before the commission.
