The Deputy Chief Electrical Engineer/M, on behalf of the President of India, has invited open e-tenders for the development of a 1000 kWp grid-connected rooftop solar photovoltaic (PV) power plant at the BLW Workshop. Issued under tender reference EL-1292-W-1189R1, the project is part of ongoing efforts to strengthen renewable energy infrastructure and increase the use of clean electricity in government facilities.
The selected contractor will be responsible for the complete design, supply, installation, testing, and commissioning of the rooftop solar power system. The project will function as an on-grid installation without any battery energy storage. In addition to the solar PV system, the scope of work also includes the installation of an automatic water sprinkling system to clean the solar panels and improve their operational efficiency by reducing dust accumulation.
The total estimated value of the project is ₹4,02,14,670, or approximately ₹4.02 crore. According to the tender conditions, the successful bidder will have six months from the date of the award to complete the entire project.
The procurement process will follow a two-packet e-tender system, where technical and financial bids will be evaluated separately. Financial bids will be ranked on a single-rate basis, with the lowest-priced eligible bidder being considered for award. The tender also clearly states that joint ventures and consortiums are not permitted to participate, meaning only individual eligible firms can submit bids.
The tender document was uploaded on July 18, 2026, at 3:38 PM. Online bid submission will commence on August 4, 2026, while the deadline for submitting bids is August 18, 2026, at 3:00 PM. The bidding process will be conducted entirely through the designated e-tender portal, and no manual or offline submissions will be accepted. Bidders must also ensure that their offers remain valid for at least 90 days from the bid closing date.
The tender includes detailed financial requirements for participating bidders. An Earnest Money Deposit (EMD) of ₹8,04,300, equivalent to around 2% of the estimated project cost, must be submitted through the online payment gateway. However, exemptions from EMD are available for 100% government-owned public sector undertakings (PSUs) and startups recognized by the Department for Promotion of Industry and Internal Trade (DPIIT). Registered labour cooperative societies are eligible for a 50% concession on the EMD amount.
The successful bidder will also be required to furnish a Performance Bank Guarantee (PBG) equal to 5% of the contract value, amounting to approximately ₹20.11 lakh based on the estimated project cost. This guarantee must be submitted within 21 days of the issuance of the Letter of Acceptance (LOA). Additionally, a Security Deposit equal to 5% of the contract value will be maintained throughout the execution of the contract, ensuring compliance with the project requirements and timely completion of the work.
