Malaysia’s Ministry of Energy Transition and Water Transformation, through the Energy Commission (Suruhanjaya Tenaga, ST), has officially launched the sixth round of its Large Scale Solar (LSS6) competitive bidding program in Peninsular Malaysia. The latest tender marks another significant step in the country’s renewable energy expansion, offering a total allocation of 2,650 MW of solar generation capacity along with 1,250 MW/6,000 MWh of Battery Energy Storage System (BESS) capacity.
The LSS6 program has been structured into three separate packages to encourage broader industry participation while also supporting Bumiputera developers. The largest component, LSS6-Hybrid Package 1, is open to all qualified developers and offers 2,200 MW of solar capacity integrated with 1,100 MW of battery energy storage. This package is expected to attract major renewable energy developers capable of delivering large-scale hybrid solar projects with energy storage systems.
The second category, LSS6-Hybrid Package 2, has been specifically reserved for Bumiputera developers. Under this package, a total of 300 MW of solar generation capacity and 150 MW of BESS capacity will be awarded. The initiative aims to strengthen Bumiputera participation in Malaysia’s growing renewable energy sector while promoting the adoption of hybrid solar and storage technologies.
The third category, known as LSS6-Solar Package 3, is also dedicated to Bumiputera developers but focuses exclusively on standalone solar photovoltaic projects without battery storage. This package offers a total solar capacity allocation of 150 MW.
According to the Energy Commission, the tender is open to companies or consortiums that possess proven technical expertise, relevant project experience, and strong financial capability to develop, finance, construct, own, operate, and maintain the proposed renewable energy projects. Interested participants must obtain the official Request for Proposal (RFP) documents before they are eligible to submit bids.
The RFP documents for the LSS6-Hybrid categories will be available for purchase online through the official Energy Commission website from July 27, 2026, at 9:00 a.m. until August 7, 2026, at 5:00 p.m. Each hybrid RFP document is priced at RM20,000.
Meanwhile, the RFP documents for the LSS6-Solar category will be available from August 17, 2026, at 9:00 a.m. until August 28, 2026, at 5:00 p.m. The purchase price for each standalone solar RFP document has been set at RM5,000.
The Energy Commission has specified that all payments must be made via online bank transfer to its designated CIMB Bank account using the prescribed payment reference. Payments made outside the specified purchase period will not be accepted.
Following payment, purchasers are required to submit the transaction receipt together with the completed RFP Document Purchaser Information Form and Payment Information Form via email to the Energy Commission. Only companies that have successfully purchased the documents and whose details are officially registered will be eligible to participate in the bidding process.
Once the payment has been verified, which is expected to take between one and three working days, the Energy Commission will issue an official receipt and provide successful purchasers with a secure download link and password to access the RFP documents electronically. Applications containing incomplete payment details or missing documentation will be rejected.
The launch of the LSS6 program reflects Malaysia’s continued commitment to expanding large-scale renewable energy deployment while increasing the integration of battery energy storage systems to improve grid reliability and support the country’s energy transition objectives. By combining open competition with dedicated opportunities for Bumiputera developers, the latest bidding round seeks to encourage broader industry participation and accelerate the development of cleaner and more resilient electricity infrastructure across Peninsular Malaysia.
