The Ministry of New and Renewable Energy (MNRE) has issued a new Office Memorandum rescinding its earlier order related to the Approved List of Models and Manufacturers (ALMM) with immediate effect. The memorandum was released from New Delhi on July 30, 2026, marking a significant administrative update to the implementation of the ALMM framework for solar photovoltaic (PV) modules.
Under the existing ALMM regulations, only solar PV module models and manufacturers included in ALMM List-I are eligible for use in government projects, government-supported schemes, open access projects, and net-metering installations. The requirement applies to projects undertaken by Central and State Governments, public sector undertakings, autonomous bodies, and projects that supply electricity to the government under the provisions of the Electricity Act, 2003.
The ministry recalled that the ALMM requirement had been temporarily suspended for the financial year 2023–24. This exemption was available for projects commissioned up to March 31, 2024. Later, through an order issued on March 29, 2024, MNRE announced that the ALMM framework would again become applicable from April 1, 2024. The order also allowed developers to seek consideration if their solar PV modules had reached project sites before March 31, 2024, but project commissioning was delayed due to reasons beyond their control.
In the latest memorandum, signed by Scientist-E Sanjay G. Karndhar with the approval of the Hon’ble Minister for New and Renewable Energy, the ministry stated that more than two years have passed since the March 2024 order was issued. As a result, the March 29, 2024 order has now been formally rescinded with immediate effect.
At the same time, MNRE has provided relief for pending cases. The ministry clarified that projects which have not yet been commissioned and wish to seek exemption under the provisions of the earlier order may still submit applications within a reasonable period. These requests will be examined individually by the ministry solely as a measure to remove operational difficulties and facilitate project implementation.
