The IWPP model has become a key pillar of DEWA’s approach to expanding Dubai’s energy and water capacity while encouraging private sector participation. By partnering with investors and developers, the utility has been able to mobilize significant capital for strategic infrastructure projects, supporting the emirate’s growing demand for reliable and sustainable utility services.

According to DEWA, the IWPP model has been continuously refined and strengthened since its introduction. The framework is designed to promote efficient project execution, attract competitive investment, and ensure the delivery of high-quality energy and water projects through public-private partnerships.

The effectiveness of the model has also received international recognition. DEWA’s IWPP framework was awarded a seven-star rating at the International Best Practice Competition, acknowledging it as a global benchmark for implementing energy and water projects through successful public-private partnership models. The recognition reflects the authority’s commitment to adopting international best practices and maintaining high standards in project development and governance.
