The Solar Energy Corporation of India Limited (SECI), on behalf of the Ministry of New and Renewable Energy (MNRE), has announced a stakeholder consultation to seek industry feedback on the proposed appointment of a professional agency for establishing a dedicated Programme Management Unit (PMU) for renewable energy schemes.
The proposed PMU will function as a scheme-agnostic support unit, covering both existing and future renewable energy programmes assigned to SECI. It is expected to provide comprehensive support across technical, financial, information technology, field monitoring, and coordination activities at the state level.
The unit will also be responsible for managing digital platforms, data analytics, media communication, information, education and communication (IEC) activities, and direct engagement with beneficiaries. One of its key responsibilities will be to improve coordination among State Nodal Agencies, State Implementing Agencies, distribution companies, financial institutions, renewable energy developers, vendors, and beneficiaries.
SECI and MNRE are inviting prospective bidders, professional agencies, and other industry stakeholders to participate in the consultation process. The discussions will focus on the proposed structure and scope of the PMU, manpower requirements, key performance indicators (KPIs), deployment strategies, and qualification requirements for personnel.
Stakeholders will also be able to provide inputs on the responsibilities of the Team Leader, financial management mechanisms, and coordination arrangements between SECI, MNRE, and other relevant regulatory and implementing authorities.
The stakeholder consultation meeting is scheduled for August 19, 2026, and will be conducted offline at the Board Room of SECI’s Corporate Office in Tower-4 of the NBCC Office Complex at East Kidwai Nagar, New Delhi.
Participants will have the opportunity to present their recommendations verbally during the meeting. They can also submit written comments during or after the consultation. SECI and MNRE will consider the feedback while finalising the Scope of Work (SoW) and Request for Proposal (RFP) for selecting the agency responsible for operating the PMU.

The proposed PMU is expected to strengthen implementation, monitoring, coordination, and beneficiary engagement across renewable energy programmes, while creating a centralised support mechanism for SECI’s expanding portfolio of schemes.
