TÜV SÜD Launches Global Decarbonisation Centre of Excellence in Singapore

TÜV SÜD has launched its new Global Decarbonisation Centre of Excellence (CoE) in Singapore, aimed at strengthening carbon market infrastructure, advancing digital carbon verification and supporting the development of high-integrity carbon markets globally.

The Centre’s launch comes as countries work towards operationalising Article 6 of the Paris Agreement, which provides a framework for international cooperation on carbon markets. TÜV SÜD said the new CoE will combine digital technologies with its testing, inspection and certification (TIC) expertise to support transparent and credible carbon markets across Asia and other global markets.

The initiative follows TÜV SÜD’s recent acquisition of Luxembourg-based SustainCERT, an accredited Validation and Verification Body (VVB) with expertise in digital Measurement, Reporting and Verification (dMRV). The investments are expected to expand TÜV SÜD’s capabilities across carbon data, carbon markets and independent assurance.

The CoE will focus on five strategic areas, including Article 6 implementation and international carbon market regulation readiness; carbon markets and climate assurance; energy transition, alternative fuels and energy security; supply chain integrity and industrial decarbonisation; and capacity building and ecosystem development.

Supported by the Singapore Economic Development Board (EDB), the Centre represents an investment of more than USD 24 million. It will develop an end-to-end dMRV ecosystem and support the development of carbon market infrastructure across Southeast Asia.

Singapore is currently home to around 160 carbon services and trading companies, which will have access to the Centre’s expertise and services. TÜV SÜD said the CoE will also support the development of new methodologies for nature-based solutions and blue economy projects.

The company plans to bring together a multidisciplinary team to support clients and partners across the carbon project lifecycle, including project design, implementation, compliance, verification and certification.

By 2030, TÜV SÜD aims for the CoE to contribute to a more integrated carbon market ecosystem by bringing together project developers, dMRV providers, independent verification bodies and carbon registries from across ASEAN on a single digital platform.

The Centre is expected to deliver digital verification services designed to improve efficiency, consistency and transparency, supporting the scaling of carbon markets and wider decarbonisation efforts.
