SECI Floats Tender For 4.08 MW Rooftop Solar Projects Across Central Agricultural University Campuses

Solar Energy Corporation of India Limited (SECI), a Government of India enterprise under the Ministry of New and Renewable Energy, has issued a Notice Inviting Tender (NIT) for the development of 4,083.75 kW of grid-connected rooftop solar photovoltaic projects for Central Agricultural University (CAU), Imphal, Manipur. The initiative is being undertaken under Tranche-XIII of SECI’s rooftop solar programme and will cover constituent colleges and institutions of the university across its campuses in the Northeastern Region.

The total planned capacity of 4,083.75 kW will be distributed across 13 individual rooftop solar projects. The installations are intended to increase the use of renewable energy within educational institutions while supporting the wider adoption of rooftop solar power in the Northeast.

SECI will implement the projects through the Renewable Energy Service Company (RESCO) model. Under this arrangement, selected Solar Power Developers will be responsible for designing, setting up, commissioning, operating, and maintaining the rooftop solar PV systems. The developers will supply the generated electricity to the concerned institutions under the tariff determined through the competitive bidding process.

For the selection of Solar Power Developers, SECI will follow a single-stage, two-envelope competitive bidding process. Interested bidders will be required to submit their technical and financial proposals in accordance with the conditions and requirements specified in the official bidding documents.

SECI is expected to publish the detailed Request for Selection (RfS) document shortly. The tender-related documents and subsequent information will be made available through SECI’s official website. Prospective bidders will need to regularly monitor these platforms for the release of the RfS and other tender-related information.

The tender process will also cover any amendments, updates, and clarifications associated with the bidding documents. SECI has indicated that separate individual notifications will not be issued for such changes, making it important for interested developers to regularly check the designated platforms.

The rooftop solar programme at CAU is expected to strengthen renewable energy infrastructure within university campuses and educational facilities in the Northeastern Region. By using the RESCO model and a tariff-based competitive bidding mechanism, SECI aims to facilitate private-sector participation in the deployment and operation of distributed solar projects.

The 4.08 MW rooftop solar tender also forms part of SECI’s broader efforts to expand grid-connected rooftop solar capacity and promote renewable energy adoption across institutional facilities. The projects at CAU could help educational institutions increase their use of locally generated clean electricity while contributing to the region’s transition towards greater renewable energy deployment.
