The Solar Energy Corporation of India Limited (SECI) has invited competitive bids from Solar Power Developers (SPDs) to establish 11.159 MW of grid-connected rooftop and ground-mounted solar photovoltaic projects across government organizations and institutions. The projects will be developed under the Renewable Energy Service Company (RESCO) mode on a Build-Own-Operate (BOO) basis.
SECI issued the Request for Selection (RfS) document under reference number SECI/C&P/IPP/11/0009/26-27 dated October 1, 2026. The tender covers 13 government organizations, institutes, and departments, grouped into five projects.
Project-1 includes nine Regional Passport Office locations at Kozhikode, Mumbai, Bhubaneswar, Jaipur, Delhi, Jalandhar, Hyderabad, Cochin, and Goa. The combined capacity is 559 kW, with a ceiling tariff of INR 4.50 per kWh. Project-2 is the largest component and covers a 9,000 kW solar project at IIT Kanpur, with a ceiling tariff of INR 3.91 per kWh.
Project-3 covers a 400 kW project at National Bal Bhavan in New Delhi, with a ceiling tariff of INR 5.00 per kWh. Project-4 involves a 200 kW project at the Institute of Hotel Management (IHM), Goa, with the same ceiling tariff of INR 5.00 per kWh. The selected developers will be required to sign a 25-year Power Purchase Agreement (PPA) with the respective client organizations within 30 days of the issuance of the Letter of Award (LoA). The Scheduled Commissioning Date (SCD) for the complete project capacity is five months from the effective date of the PPA. A maximum extension of six months beyond the SCD may be permitted, subject to applicable delay penalties.
Bidders must pay a non-refundable bid processing fee of INR 6,000, including GST, through NEFT or RTGS. The EMD requirements vary by project.
