Terra Clean Invites EPC Contractors For Solar Projects Above 500 MWp

Terra Clean Limited (TeCL), a wholly owned subsidiary of Indian Oil Corporation Limited (IOCL), has invited domestic tenders for the empanelment of Engineering, Procurement and Construction (EPC) contractors for upcoming grid-connected solar photovoltaic (PV) projects across India. The initiative aims to establish a panel of qualified contractors responsible for executing Balance of System (BoS) or Balance of Plant (BoP) packages, along with associated infrastructure and related works.

The scope of work under the tender includes design, engineering, supply, construction, installation, testing, and commissioning of BoS or BoP components for grid-connected solar PV projects connected through the Inter-State Transmission System (ISTS) or Intra-State Transmission System (InSTS). The empanelment has been divided into four categories based on project capacity, ranging from projects of up to 100 MWp to those exceeding 500 MWp. This classification is intended to accommodate contractors with different levels of technical capabilities, financial strength, and project execution experience.

The empanelment will remain valid for two years from the date of issuance of the Letter of Intent (LoI). Terra Clean Limited has also provided an option to extend the validity period by an additional year under the same terms and conditions. The arrangement is expected to create a pool of eligible EPC contractors for executing solar project-related works as and when requirements arise.

Interested domestic bidders can access and download the official tender documents through the NIC E-Tender Portal. Applicants are required to pay a non-refundable tender fee of ₹5,000 online in favour of Terra Clean Limited. The tender specifies a zero Earnest Money Deposit (EMD) or bid security requirement. However, bidders must submit a Bid Security Declaration as a mandatory alternative to the EMD. The tender notice does not specify any Performance Bank Guarantee (PBG) requirement at this empanelment stage.

Participation is restricted to Class-I local suppliers meeting the applicable Make in India policy requirements. The procurement process will follow a single-bid domestic tender procedure. Applicants must also satisfy the prescribed pre-qualification conditions, including minimum annual turnover and relevant experience in executing similar projects. Failure to meet these requirements may result in rejection of bids.

The tender documents became available for download on November 2, 2026, and the deadline for downloading them is November 30, 2026, at 15:00 hours. An online pre-bid meeting will be conducted through Microsoft Teams on November 12, 2026, at 15:00 hours.

The online bid submission window will open on November 25, 2026, at 15:00 hours, and close on November 30, 2026, at 15:00 hours. The techno-commercial bids are scheduled to be opened on December 1, 2026, at 15:30 hours.

Through this empanelment exercise, Terra Clean Limited aims to identify technically and financially qualified domestic EPC contractors to support the development and execution of grid-connected solar power projects.
