Anti-dumping Duty Imposed on Fluoro Backsheets Excluding Transparent Backsheet

The Ministry of Finance has imposed anti-dumping duty on the import of Fluoro Backsheet excluding transparent backsheet originating in or exported from China PR for a period of five years, 2022 vide Notification No. 22/2022-Customs (ADD).


According to the tariff headings 3920 and 3921 of the First Schedule to the Customs Tariff Act, 1975 (51 of 1975)

  • The product under consideration has been exported to India from the subject country at a price below normal value, thus resulting in dumping;
  • The domestic industry has suffered material injury due to dumping in respect of the subject goods; and
  • There is causal link between dumping of product under consideration and injury to the domestic industry,

and has recommended imposition of anti-dumping duty on imports of the subject goods, originating in or exported from the subject country and imported into India, in order to remove injury to the domestic industry.

The Ministry has imposed an anti dumping duty of $762/MT on Fluoro Backsheet originating or exported from China from producers Jollywood and Sunwatt and for all other producers it will be $908/MT.

The anti-dumping duty imposed under this notification shall be levied for a period of five years (unless revoked, superseded or amended earlier) from the date of publication of this notification in the Official Gazette and shall be payable in Indian currency.

In March DGTR had recommended Anti-Dumping Duty Imposed on Fluoro Backsheets Used in Solar Modules Imported from China.

Upon request of India’s major backsheet producer Renewsys India Pvt Ltd, DGTR had initiated anti dumping duty investigation on imported fluoro based originating from China.

Backsheet is a polymer based component used in manufacturing of solar PV modules. It is manufactured using lamination process where one or more sheets laminated/ coated using solvent or extrusion lamination and/or liquid coating technology. Currently there are mainly two types of backsheet, fluoro and non-fluoro. Fluoro type of backsheet majorly used for solar PV module manufacturing due to superior quality and reliability.
