The Iraqi Ministry of Finance’s State Real Estate Department has approved the allocation of 20,000 dunams of land in Diyala Governorate for the development of a 1.6 GW hybrid renewable energy project combining solar and wind power generation.
The approval follows a request submitted by the Diyala Investment Authority and concludes a series of administrative reviews and intergovernmental consultations conducted between 2025 and 2026. The designated site has now been formally classified as an investment opportunity, paving the way for the transfer of land and the commencement of project development activities.
According to official documents, the renewable energy complex will comprise a 1,000 MW solar power plant and a 600 MW wind power facility, making it one of the largest hybrid clean energy projects planned in Iraq and the wider region. The project will be developed on a portion of plot number 91/1 within District 60 in the Al-Jazira area of Diyala Governorate.
As part of the approval process, the government authorized the subdivision and allocation of the entire 20,000-dunum site and directed relevant local authorities to coordinate with the Diyala Investment Authority and the land registration directorate to complete the technical and administrative procedures required for implementation.
Government agencies have also initiated measures to facilitate the legal transfer of the land. The State Real Estate Department has engaged with the Ministry of Agriculture and its relevant departments to remove the Agricultural Reform Authority’s jurisdiction over the site, enabling the Ministry of Finance to assume full ownership and allocate the land for investment purposes without administrative overlap.
In parallel, technical departments and digital services units have begun archiving and monitoring project documentation electronically to support the efficient execution of the development and ensure progress toward meeting the country’s growing demand for sustainable energy.
The land allocation represents a significant milestone for Iraq’s renewable energy ambitions, advancing efforts to diversify the national energy mix, strengthen power generation capacity, and support long-term energy security through large-scale clean energy investments.
