THDC Releases Request for Consultancy Proposals for Floating Solar Projects in Maharashtra

THDC India, under the ownership of National Thermal Power Corporation Limited, Ministry of Power, has invited proposals from consultants and expert agencies to prepare a feasibility report for the establishment of floating solar power projects on reservoirs in the Godavari Marathwada region of Maharashtra.

The deadline for bid submissions is December 26, 2023, with bid openings scheduled for the same day. Interested parties are required to submit an earnest money deposit (EMD) of ₹123,000. However, this deposit is not applicable for bidders registered as micro and small enterprises in India.

Additionally, bidders must furnish a performance security, equivalent to 10% of the contract price (including GST), at least seven days prior to signing the contract. The contract signing must occur within 30 days of issuing the letter of award.

Bidders are responsible for familiarizing themselves with local conditions at their own expense and are encouraged to visit the project site and attend the pre-bid conference to gather information before submitting their proposals.

Eligible bidders include private, public, or government-owned entities. Joint ventures or consortia are permitted, but the maximum number of constituents or partners, including the lead partner, is limited to two.

Financial eligibility criteria require bidders to demonstrate an average annual turnover of not less than ₹37 lakhs, including GST, over the last three financial years.

Furthermore, bidders must possess a net worth of at least 100% of their paid-up share capital as of the last day of the preceding financial year. The stipulated experience criteria mandate a minimum of three years of experience providing consultancy services for pre-feasibility studies or detailed project reports (DPR) for floating or ground-mounted solar power projects, both within and outside India.

In particular, bidders should have completed a minimum of two pre-feasibility reports or DPR for grid-connected floating solar power projects with an installed capacity of not less than 10 MW. These reports must have been submitted to the client and accepted within the last seven years before the publication date of the tender.
