The Punjab State Electricity Regulatory Commission has introduced amendments to the Punjab State Electricity Regulatory Commission (Grid Interactive Rooftop Solar Photo Voltaic Systems) Regulations, 2021. These changes, known as the Punjab State Electricity Regulatory Commission (Grid Interactive Rooftop Solar Photo Voltaic Systems) (1st Amendment) Regulations, 2024, have been enacted under the authority granted by the Electricity Act, 2003.
The amended regulations, which apply throughout the state of Punjab, come into effect upon publication in the official Gazette. The amendments primarily focus on altering Regulation 2(za) and Regulation 3 of the Principal Regulations.
Under the amended Regulation 2(za), the definition of “Settlement Period” has been revised. It now spans from the first day of October in one calendar year to the thirtieth day of September in the following year, except for specific industries categorized as seasonal. For these, including cotton ginning, pressing, baling plants, rice shellers, rice bran stabilization units (without T.G. Sets), and kinnow grading & waxing centres, the settlement period starts from the first day of April and concludes on the thirty-first day of March of the subsequent year.
In Regulation 3.3, two provisos have been added. The first proviso extends the application of the settlement period defined in Regulation 2(za) to Rooftop Solar Photo Voltaic Systems that were either already commissioned or had applications received before the notification of the PSERC (Grid Interactive Rooftop Solar Photo Voltaic Systems) (1st Amendment) Regulations, 2024. The second proviso specifically addresses seasonal industrial consumers covered by the regulations. It extends the current settlement period for Rooftop Solar Photo Voltaic Systems established by these consumers, whose deadline was set for September 30, 2024, to March 31, 2025.
These amendments build upon the framework established by the Principal Regulations, initially issued on August 18, 2021, and published in the Punjab Govt. Gazette (Extra) on the same date. The changes introduced by the Punjab State Electricity Regulatory Commission aim to streamline the regulatory framework governing Grid-Interactive Rooftop Solar Photo Voltaic Systems in the state, ensuring clarity and consistency in their implementation.
