North Bihar Power Distribution Company Ltd. (NBPDCL), representing both North and South Bihar Power Distribution Companies (NBPDCL & SBPDCL), has filed a petition seeking the formulation of regulations and the determination of tariffs for Green Energy Open Access Consumers. This petition reflects a step towards enabling consumers to access and utilize green energy through a regulated framework.
During a previous hearing, the Commission had granted the petitioner’s request to resubmit draft regulations with necessary corrections and modifications. This request was made in light of new information that had recently come to their attention. Consequently, NBPDCL has now submitted a revised draft for the Commissionโs consideration, aiming to establish a comprehensive regulatory framework for Green Energy Open Access Consumers.
In the hearing, the petitioner reiterated their request for the acceptance of the revised draft to facilitate the necessary actions for its implementation. The Commission, acknowledging the petitioner’s revised proposal, directed its secretariat to thoroughly examine the draft. This examination will consider existing rules, regulations, guidelines, and relevant legal aspects to determine if further modifications are necessary.
The next step involves the publication of the revised and possibly modified draft of the โGreen Energy Open Access Regulations, 2024.โ This draft will be made available to the public through publication. The intention is to invite comments, suggestions, and objections from the general public and other stakeholders, ensuring a transparent and inclusive regulatory process.
Interested individuals and organizations are encouraged to submit their comments, suggestions, and objections to the Secretary of the Bihar Electricity Regulatory Commission. Submissions must be made at the Commissionโs office located at Vidyut Bhawan-II, Bailey Road, Patna, and must be received on or before June 27, 2024.
The Commission emphasizes the importance of public participation in this process. By inviting feedback from a diverse group of stakeholders, the Commission aims to ensure that the final regulations are well-informed and reflective of the interests and concerns of all relevant parties. This participatory approach is intended to enhance the efficacy and acceptance of the new regulatory framework.
Once the public feedback has been gathered and reviewed, the case will be scheduled for another hearing. This subsequent hearing will provide an opportunity to address any issues raised during the public consultation phase and to finalize the regulations.
The formulation of these regulations marks a significant step in promoting green energy consumption in Bihar. By providing a clear and regulated path for consumers to access green energy, the state aims to support sustainable energy practices and reduce reliance on conventional energy sources.
