TCIL Announces Tender for 2 MWac Floating Solar PV Farm at Tamarind Falls Reservoir, Mauritius

Telecommunications Consultants India Ltd. (TCIL), a Government of India enterprise under the Department of Telecommunications, Ministry of Communications, has invited bids for a Pre-Tender Tie-up for the design, supply, installation, testing, and commissioning of a 2 MWac Floating Solar PV Farm at Tamarind Falls Reservoir in Mauritius. This project aligns with the clientโ€™s Tender IFB, Procurement Reference No. CEB/IFB/2024/7837.

Established in 1978, TCIL has extensive experience in telecommunications and information technology, continuously deploying new technologies and executing projects in various fields, including civil infrastructure, architecture, and power. The company has had a presence in Mauritius since 1991 and plans to lead this tender. TCIL seeks a backend partner to collaborate exclusively on this project.

Prospective bidders must submit their bids with competitive Techno-commercial offers. The EOI document is available on the TCIL website.

Price bids should be password-protected, with the password shared at the time of financial bid opening. Email submissions must not exceed 8.5MB.

Eligibility Criteria:

  • Legal Status: Bidders must be registered entities and provide relevant documentation.
  • Financial Criteria: Average annual financial turnover of at least 500,000 USD over the last three years, positive net worth, and profit before tax in two of the last three years.
  • Experience: Bidders must have experience with at least one Floating Solar PV Farm of 1.6 MWp capacity or two of 1.0 MWp capacity each, connected to a utility grid, and additional relevant project experience.
  • Regulatory Compliance: Bidders must have valid TIN/PAN and GST/VAT registration, provide a Manufacturerโ€™s Authorization Certificate (MAF), and comply with relevant labor laws and statutory provisions.
  • Other Requirements: No previous blacklisting, submission of an un-priced BOQ, local office establishment, and adherence to risk purchase, general lien, repeat/add-on order provisions.

Scope of Work:

The project involves the design, procurement, supply, construction, testing, commissioning, and start-up of a Floating Solar PV Plant at Tamarind Falls Reservoir. It also includes the construction of a control room (CMCS) building with MV and LV switchgears, inverters, transformers, battery and chargers, access roads, and site drainage. The AC output of the plant will be connected to the outgoing 22KV feeder.

Evaluation and Validity:

Bids will be evaluated based on technical and financial responsiveness. The lowest technically qualified bid will be selected. Bids must remain valid for 210 days from the opening date.
