GUVNL Announces Competitive Bidding for 500 MW Solar Power Projects with Greenshoe Option

Gujarat Urja Vikas Nigam Ltd. (GUVNL) has launched a competitive bidding process for the procurement of 500 MW grid-connected solar photovoltaic power projects, with the possibility of an additional 500 MW under the Greenshoe option. This initiative is part of GUVNL’s ongoing efforts to bolster renewable energy capacity within the state and across India.

The Request for Selection (RfS) document, dated August 20, 2024, marks the 25th phase (Phase XXV) of GUVNL’s solar procurement strategy. The tender document is available for download starting from August 20, 2024, allowing interested bidders to review the project scope and requirements.

Key Dates and Submission Details

  • Pre-bid Meeting: Bidders must register by August 27, 2024, to participate in the pre-bid meeting scheduled for August 30, 2024, at 11:30 AM via video conferencing. GUVNL will provide the meeting link to registered participants.
  • Bid Submission:
    • Online Submission Deadline: September 17, 2024, at 5:00 PM.
    • Offline Submission Deadline: September 19, 2024, at 5:00 PM.
    • Technical Bid Opening: September 20, 2024, at 11:30 AM.

The date for the opening of financial bids and the reverse e-auction will be communicated to eligible bidders at a later stage.

Project Scope and Requirements

GUVNL’s tender seeks bids for a total capacity of 500 MW, with the option to increase by an additional 500 MW through the Greenshoe option. The minimum project size is set at 50 MW for interstate connected projects and 10 MW for State Transmission Utility (STU) connected projects. Bidders must ensure a minimum annual Capacity Utilization Factor (CUF) of 22%.

The selected bidder will be responsible for setting up the solar PV projects, including the electrical network up to the delivery point, and securing all necessary permits and approvals. The projects must adhere to specific technical requirements, although bidders are free to choose between crystalline silicon or thin-film PV technologies, with or without trackers.

Financial and Administrative Details

Bidders must pay a non-refundable processing fee of ₹3,00,000 plus 18% GST and submit an Earnest Money Deposit (EMD) of ₹9,28,000 per MW. Payments should be made via electronic transfer, with relevant details submitted to GUVNL.

The Greenshoe option offers successful bidders the opportunity to increase their project capacity by up to 500 MW at the lowest discovered tariff (L1 rate). Bidders must confirm their intent to take up the Greenshoe capacity within 10 days of the reverse auction or receiving the offer from GUVNL.
