Arizona Launches Federal Home Energy Rebates Program To Boost Energy Efficiency

As part of President Biden’s Investing in America agenda, the U.S. Department of Energy (DOE) has announced the launch of Arizona’s first federal Home Energy Rebates program, supported by the Inflation Reduction Act. Arizona is now the second state to implement the Home Electrification and Appliance Rebates (HEAR) portion of the program, aimed at assisting low- and middle-income households with energy efficiency upgrades.

The initiative, which is a key component of the Biden-Harris Administration’s $8.8 billion nationwide effort, is designed to reduce energy costs and increase home efficiency by making it more affordable to install energy-saving measures such as heat pumps, electrical panels, and insulation. These upgrades are expected to save American households up to $1 billion annually in energy costs and support approximately 50,000 U.S. jobs in sectors such as residential construction and manufacturing.

U.S. Secretary of Energy Jennifer M. Granholm praised Arizona’s proactive stance on energy efficiency, highlighting the program’s benefits in mitigating heat-related health issues and keeping utility costs down for residents. “Arizona is leading the nation by integrating energy-efficient solutions and keeping money in the pockets of its residents, all thanks to the Investing in America agenda,” she said.

John Podesta, Senior Advisor to the President for International Climate Policy, echoed Granholm’s sentiments, emphasizing the dual benefits of the program: environmental impact and financial savings for Arizonans. “Home energy rebates for clean and energy-efficient appliances are not only good for the planet but also for Arizonan families who will see lower energy bills,” Podesta noted.

The Arizona “Efficiency Arizona” program will launch in two phases. Initially, it will focus on providing rebates for heat pumps under an air-conditioning replacement program, targeting lower- and moderate-income homeowners facing extreme heat. Rebates of up to $8,000 are available for these heat pumps. Later this fall, the program will expand to offer up to $14,000 in rebates for a range of energy-efficient upgrades, including electric heat pumps, electrical panels, insulation, and more.

In addition to direct financial benefits, the program will help address the energy burden faced by many Arizona households. Currently, about 10% of households in Arizona are severely energy-burdened, spending a significant portion of their income on energy bills. The new rebate program aims to alleviate this burden by making energy-efficient home upgrades more accessible.

Arizona’s launch of the HEAR program is part of a broader effort by the DOE, which has awarded over $1.6 billion to states for the Home Energy Rebate programs. Eleven states have received full funding to implement the program, with more states expected to roll out similar initiatives in the coming weeks.
