Coal India Ltd Seeks Bids for 300 MW Solar PV Project in Gujarat’s Khavda Solar Park

Coal India Ltd. (CIL) has issued an online tender for the establishment of a 300 MW grid-connected ground-mounted Solar PV power plant at Khavda Solar Park in Gujarat. The tender invites bids from eligible contractors with a Digital Signature Certificate (DSC) authorized by the Controller of Certifying Authority (CCA), Government of India.

Scope of Work
The project encompasses comprehensive design, engineering, procurement, and supply of equipment and materials, including PV modules, and the construction of associated civil and electrical works. The tender also includes the installation, testing, and commissioning of the Solar PV power plant, with a commitment to a five-year comprehensive operation and maintenance (O&M) period post-commissioning.

The key tasks include the supply and installation of 405 MWp of PV modules, construction of module mounting structures, all necessary electrical works, and the implementation of a fire protection system. Additionally, bidders are required to handle all statutory and regulatory compliances necessary for the successful construction, commissioning, and operation of the plant.

Project Requirements
The plant must achieve a Capacity Utilization Factor (CUF) of 28%, translating to a minimum net electrical energy generation guarantee (NEEGG) of 73,584,000 units in the first year.

Eligibility and Bidding Process
The tender is open exclusively to domestic bidders registered in India, following a single-stage, two-part online bidding system. Eligible bidders can include individual entities or Joint Ventures (JVs) of up to three members, with the lead member holding a minimum 50% participation share.

The tender process allows for site visits and a pre-bid meeting to ensure prospective bidders are fully acquainted with the project site and requirements. Bidders are advised to review the detailed bid documents and meet all qualifying criteria related to financial turnover, net worth, and relevant experience.
