The Madhya Pradesh Electricity Regulatory Commission (MPERC) has issued new regulations for determining tariffs for energy generated from renewable sources. These regulations, titled “Madhya Pradesh Electricity Regulatory Commission (Terms and Conditions for Tariff Determination of Energy from Renewable Energy Sources) (Revision-I) Regulations, 2024,” are effective throughout Madhya Pradesh and will be in force until March 31, 2027, unless extended or reviewed earlier.
The regulations outline various definitions related to renewable energy and establish eligibility criteria for different types of renewable energy projects. These include wind power projects with new turbines below 10 MW, small hydro projects up to 25 MW, biomass power projects using Rankine cycle technology, and solar projects below 5 MW, among others. For projects exceeding these capacities, tariffs will be determined through competitive bidding as per central government guidelines.
The regulations provide a framework for setting tariffs based on capital costs, return on equity, loan interest, depreciation, and operation and maintenance expenses. Tariffs will be structured as single-part tariffs for most renewable energy technologies, with some technologies having a levelized tariff based on both fixed and variable cost components. The document also details specific parameters for various renewable energy technologies like solar PV, wind, biomass, and small hydro, defining norms such as plant load factor, auxiliary consumption, and specific fuel consumption.
Furthermore, the regulations include provisions for late payment surcharges, rebates for prompt payments, and the sharing of benefits from carbon credits. They also account for potential amendments and relaxations by the commission to address any difficulties or special circumstances that may arise. The regulations aim to promote the generation and use of renewable energy within the state, in alignment with national energy policies.
