SECI Invites Bids For 5 MW Saffron-Based Agro-Solar PV Power Plant In Jammu & Kashmir

The Solar Energy Corporation of India (SECI) has issued a tender for the design, engineering, supply, construction, erection, testing, and commissioning of a 5 MW (AC) grid-connected saffron-based Agro-Solar PV Power Plant in Pampore, Pulwama, J&K, India. The project includes a comprehensive 10-year operations and maintenance (O&M) service.

This tender has been opened for bidding through a single-stage, two-envelope process, followed by an e-reverse auction. Bidders must submit their techno-commercial and financial proposals online by November 7, 2024, with bids opening on the same day. A pre-bid meeting is scheduled for October 28, 2024, ahead of the submission deadline.

The key financial requirements for participation in this tender include a non-refundable tender processing fee of โ‚น25,000, including GST, and an Earnest Money Deposit (EMD) of โ‚น56,00,000. The EMD must be submitted in the form of an NEFT/RTGS transfer, demand draft, bankerโ€™s cheque, or bank guarantee. It must remain valid for at least 30 days beyond the bid validity period, which is expected to cover the entire evaluation and award process.

SECIโ€™s selection process includes evaluating the technical and financial capabilities of the bidders to ensure they meet the qualifications and scope of work. This project is part of SECI’s effort to increase solar energy capacity in Jammu & Kashmir, an energy-deficient state. The power plant will help address energy shortages, particularly in winter when water levels in the region’s rivers, used for hydroelectric power generation, are low.

The project also aims to combine agriculture and solar power generation by promoting the cultivation of saffron under solar panels. This is an innovative approach, where the solar plant will not only generate clean energy but also contribute to the local economy by supporting saffron production. The successful bidder will need to ensure the integration of solar power generation with sustainable agricultural practices.

Interested bidders are encouraged to visit the project site before the pre-bid meeting to better understand the site conditions. Details regarding the pre-bid meeting and site visit will be provided after the release of the tender. All prospective bidders are required to register on SECIโ€™s e-tendering portal and ensure they have all the necessary documentation to participate in the bidding process.

The contract period for this project will be as specified in the Special Conditions of Contract. Additionally, SECI reserves the right to modify or cancel the tender without assigning any reason, and any updates or amendments will be made available on SECIโ€™s website and the e-tendering platform.
