SJVN Limited has issued a tender for selecting channel partners to supply, install, and maintain grid-connected rooftop solar PV systems under the “PM Surya Ghar Muft Bijli Yojana” in Himachal Pradesh and Punjab. This initiative, launched on February 13, 2024, aims to promote residential rooftop solar adoption and targets covering one crore households by March 31, 2027. SJVN is facilitating this project by engaging channel partners through an open e-tendering process, with a single-stage, two-envelope bidding format.
The tender documents were made available online on December 16, 2024, and the last date for bid submission is January 7, 2025, by 11:00 AM. A pre-bid meeting is scheduled for December 26, 2024, at the corporate headquarters in Shimla, Himachal Pradesh. The technical bids will be opened on January 7, 2025, at 3:00 PM. Bidders have the option to submit bids for either Himachal Pradesh, Punjab, or both states.
The tender stipulates a non-refundable document fee of โน5,900, including GST. The earnest money deposit (EMD) varies by state: โน1,10,000 for Himachal Pradesh, โน1,00,000 for Punjab, and โน2,10,000 for both states. The EMD can be submitted via NEFT/RTGS transfer or a bank guarantee. Successful bidders will also need to provide a performance bank guarantee (PBG), details of which are included in the bid documents.
SJVN plans to appoint six channel partners for Himachal Pradesh and eight for Punjab. These partners will act as aggregators, coordinating with EPC vendors and state electricity distribution companies to implement the projects. Selection criteria include technical qualifications, such as prior experience in solar installations, and financial stability, requiring a minimum average annual turnover of โน16.50 lakh for Himachal Pradesh, โน15 lakh for Punjab, and โน31.50 lakh for both states over the last three financial years.
Bidders are required to meet specific eligibility conditions and comply with the projectโs technical and financial requirements. The scope of work includes feasibility assessments, installations, and a comprehensive maintenance contract for five years. Successful channel partners will also manage customer agreements, subsidies, and ongoing support through a dedicated helpdesk.
The tender underscores the importance of domestic manufacturing, stipulating the use of ALMM-listed solar modules and inverters from Class-I local suppliers. Interested bidders can access detailed information and guidelines through the e-tendering portal and related websites. SJVN reserves the right to amend or cancel the tender without prior notice.
