The Gujarat Urja Vikas Nigam Limited (GUVNL) has issued a Request for Selection (RfS) for the development of 500 MW/1000 MWh standalone Battery Energy Storage Systems (BESS) under Phase VI of its competitive tariff-based bidding. The initiative seeks to enhance Gujarat’s energy storage capacity, which is crucial for supporting renewable energy integration and ensuring grid reliability.
The projects, designed for “on-demand” energy storage, will follow the Build-Own-Operate (BOO) model and serve the state’s power distribution companies. Each bidder must propose a minimum project size of 100 MWh (50 MW x 2 hours), with scaling allowed in increments of 50 MW/100 MWh. Developers are responsible for establishing grid-connected storage systems and adhering to Gujarat’s grid codes, with the requirement of maintaining a round-trip efficiency of at least 85%.
GUVNL has outlined the financial requirements for participation. The non-refundable document fee is ₹29,500, and a bid processing fee of ₹15 lakh plus 18% GST per project must be submitted. Additionally, an Earnest Money Deposit (EMD) of ₹5 lakh per MW is required, with selected bidders needing to furnish a Performance Bank Guarantee (PBG) of ₹12.5 lakh per MW before signing the Battery Energy Storage Purchase Agreement (BESPA).
The projects must be commissioned within 18 to 24 months of signing the BESPA, depending on their capacity. Developers will also bear the costs of infrastructure up to the interconnection point. Liquidated damages will be imposed for non-compliance with performance or availability standards.
The pre-bid meeting is scheduled for February 6, 2025, and bid submissions are due by February 24, 2025, on the ISN-ETS platform. This tender aligns with Gujarat’s efforts to expand renewable energy infrastructure and India’s goal of achieving 500 GW of non-fossil fuel capacity by 2030.
