Gujarat Electricity Regulatory Commission Proposes Draft Amendments To Green Energy Open Access Regulations 2025

The Gujarat Electricity Regulatory Commission has issued the Draft Gujarat Electricity Regulatory Commission (Terms & Conditions for Green Energy Open Access) (Second Amendment) Regulations, 2025. This draft is an amendment to the 2024 regulations governing green energy open access in Gujarat. The new regulations are framed under the powers provided by the Electricity Act, 2003, and will come into force upon their publication in the Official Gazette.

The regulations apply to the entire state of Gujarat and aim to update certain provisions of the previous framework. A key amendment relates to Clause 1(4) of the principal regulations, which now specifies that the banking charges mentioned under Regulation 17.6 will be effective from the date of notification until September 30, 2025, or until further changes are notified by the Commission through a separate regulation.

Additionally, Clause 17.6(viii) of the principal regulations has been revised. It specifies the banking charge rate for energy banking services. As per the amendment, the banking charge is set at โ‚น1.50 per unit, effective from the date of the regulation’s notification. This rate will remain applicable until September 30, 2025, or until the Commission issues a new notification regarding banking charges.

These changes are expected to streamline the banking charge framework and provide clarity for stakeholders engaged in green energy open access within the state. By updating the banking charge provisions, the Commission aims to ensure a smooth transition for future updates to the regulation while supporting the growth of green energy initiatives in Gujarat.
