PM Surya Ghar: Muft Bijli Yojana Driving India’s Rooftop Solar Revolution And Affordable Clean Energy For Millions

The launch of PM Surya Ghar: Muft Bijli Yojana on February 15, 2024, has emerged as one of the most transformative initiatives in India’s renewable energy landscape. Designed to promote residential rooftop solar adoption across the country, the ambitious program aims to solarize one crore (10 million) households while offering up to 300 units of free electricity every month. With a massive financial allocation of ₹75,021 crore, the scheme represents a crucial step toward decentralizing India’s power generation system and reducing household electricity expenses.

Beyond simply installing solar panels on rooftops, the program is intended to bring a broader socio-economic transformation. By enabling households to generate their own electricity, the scheme seeks to reduce dependence on conventional grid power, lower electricity bills for families, create employment opportunities, and strengthen India’s commitment to its climate goals.

The initiative is being implemented under the supervision of the Ministry of New and Renewable Energy, which is spearheading the effort to make rooftop solar a mainstream energy solution across both urban and rural India.

Central Financial Assistance: Making Rooftop Solar Affordable

A key pillar of the scheme is the Central Financial Assistance (CFA) provided to households installing rooftop solar systems. This subsidy significantly reduces the initial cost barrier that often discourages homeowners from investing in solar energy.

Under the scheme, the subsidy is offered in simple, capacity-based slabs. A 1 kW rooftop solar system receives financial assistance of ₹30,000, while a 2 kW system receives ₹60,000, calculated at ₹30,000 per kilowatt. For systems 3 kW and above, the subsidy is capped at ₹78,000.

This structure has been designed to support the average electricity consumption patterns of Indian households. Typically, families consuming between 150 and 300 units of electricity per month can comfortably meet their energy requirements with a 2 kW to 3 kW rooftop solar system.

A standard 3 kW system, which generally costs between ₹1.5 lakh and ₹1.8 lakh, becomes significantly more affordable once the subsidy is applied. With government assistance covering nearly half of the installation cost, rooftop solar becomes a financially viable investment for middle- and lower-income families.

The simplified subsidy framework also eliminates the complexities that characterized earlier solar schemes, making it easier for consumers to understand the benefits and plan their installations accordingly.

Economic Impact and Household Savings

Apart from reducing installation costs, the scheme offers substantial long-term financial benefits for participating households. Families that install rooftop solar systems can potentially save between ₹15,000 and ₹18,000 annually on electricity bills.

The savings occur because solar power generated on the rooftop is used to meet household electricity needs directly. Any excess electricity generated during the day can be exported to the grid through the Net Metering mechanism.

Net metering allows consumers to act as both electricity users and producers. When surplus power is fed into the grid, the energy is recorded through a bi-directional meter and credited to the consumer’s electricity account. Over time, this system can effectively reduce electricity bills to zero or even generate additional income for the household.

At the national level, the scheme is expected to reduce the burden on the conventional electricity grid and lower the government’s subsidy expenditure on power generation. Estimates suggest that the widespread adoption of rooftop solar could help India save nearly ₹75,000 crore annually by reducing reliance on fossil-fuel-based electricity generation.

Employment Opportunities and Economic Activity

Another major benefit of the scheme is the potential to generate significant employment in the renewable energy sector.

According to projections from the Ministry of New and Renewable Energy, the installation of one crore rooftop solar systems will require a workforce of nearly three lakh professionals. This includes solar technicians, engineers, installers, maintenance personnel, and equipment suppliers.

The expansion of rooftop solar installations is expected to stimulate entrepreneurship at the grassroots level. Small businesses specializing in solar installation, maintenance services, and equipment distribution are likely to emerge across towns and villages.

The resulting ecosystem could strengthen India’s renewable energy value chain while simultaneously generating employment in both urban and rural areas.

Digital Transformation Through the National Portal

One of the most notable improvements introduced under the scheme is the creation of a centralized digital platform through the PM Surya Ghar National Portal.

Historically, rooftop solar subsidy programs often faced delays due to bureaucratic processes at the local electricity distribution company level. To address this challenge, the new portal serves as a single-window digital interface that streamlines the entire application and approval process.

The process begins with consumer registration, which is linked to the applicant’s electricity connection number and mobile phone. Once registered, the consumer submits a request for technical feasibility approval from the relevant distribution company.

After receiving approval, users can select from a list of empanelled solar vendors available on the platform. These vendors are certified installers authorized to supply and install systems that comply with government standards.

Once installation is completed and verified by the distribution company, the subsidy amount is transferred directly to the consumer’s bank account through the Direct Benefit Transfer (DBT) system. In most cases, the subsidy is credited within 30 days of inspection, ensuring transparency and efficiency.

State-Level Policies and Additional Incentives

While the central government provides the primary financial support for rooftop solar installations, individual states play a crucial role in shaping the program’s implementation.

Several states have introduced additional subsidies, incentives, and regulatory frameworks to accelerate adoption.

In Uttar Pradesh, the government has emerged as a strong supporter of residential solar installations. The state provides top-up subsidies ranging from ₹15,000 to ₹30,000 in addition to the central subsidy. Through initiatives such as the Ayodhya Solar City project, the state aims to promote rooftop solar installations across government buildings and residential properties.

The Delhi government has adopted a different approach by offering a Generation-Based Incentive (GBI) under the Delhi Solar Policy 2024. Under this model, residents receive an incentive of ₹2 to ₹3 per unit of solar electricity generated, providing an ongoing financial benefit beyond the initial subsidy.

Meanwhile, Gujarat has gained recognition for its streamlined rooftop solar program under the Surya Gujarat Scheme. The state’s distribution companies have simplified the net-metering process, making it easier for consumers to connect their rooftop systems to the grid.

Southern states such as Kerala and Tamil Nadu have focused on strengthening technical standards. Given the coastal climate and high wind speeds in these regions, strict guidelines have been implemented for solar inverters and modules to ensure durability and grid stability.

In Rajasthan, authorities have waived application fees and security deposits for rooftop solar applicants, further reducing the financial burden for homeowners.

Special category states including Uttarakhand and Himachal Pradesh benefit from higher subsidy levels due to their geographical challenges and the logistical costs associated with solar installations in mountainous regions.

Promoting Domestic Manufacturing Through DCR

A major policy feature embedded in the scheme is the Domestic Content Requirement (DCR). Under this provision, solar modules installed under the scheme must be manufactured in India using domestically produced solar cells.

The DCR requirement ensures that the large-scale public investment associated with the program strengthens India’s domestic manufacturing capabilities rather than supporting imported products.

By encouraging local production of solar modules, the government aims to expand India’s solar manufacturing ecosystem, boost employment in the sector, and reduce reliance on imports.

Financing Options and Affordable Loans

Recognizing that upfront installation costs can still pose challenges for many households, the government has partnered with several public sector banks to provide collateral-free loans for rooftop solar installations.

Under the scheme, consumers can avail loans of up to ₹2 lakh for systems up to 3 kW capacity. The interest rates are capped at around 6.75 to 7 percent, making them significantly more affordable than conventional consumer loans.

Importantly, these loans do not require collateral, making them accessible even to families without significant financial assets.

Challenges and Implementation Barriers

Despite the promise of the scheme, several challenges remain that could influence its long-term success.

One major concern is grid readiness. In certain regions, aging transformers and distribution infrastructure may struggle to accommodate the reverse flow of electricity generated by thousands of rooftop solar systems.

Another challenge is consumer awareness, particularly in rural areas where knowledge about rooftop solar technology remains limited. To address this issue, the government has launched awareness campaigns and introduced Solar Village competitions, offering financial incentives to villages that achieve high solar adoption rates.

Ensuring the quality of installations is also critical. With an estimated workforce requirement of three lakh technicians, maintaining training standards and installation quality will be essential to prevent technical failures or safety risks.

A Blueprint for Decentralized Energy

The PM Surya Ghar: Muft Bijli Yojana represents more than just a solar subsidy program. It signals a shift toward a decentralized energy model where households play an active role in generating electricity.

By transforming millions of consumers into “prosumers” — both producers and users of electricity — the initiative could fundamentally reshape India’s power sector.

If successfully implemented, the program has the potential to reduce electricity costs for families, strengthen domestic solar manufacturing, generate large-scale employment, and accelerate India’s transition toward a cleaner energy future.

As state governments continue to align their policies with the central framework, the vision of providing affordable and sustainable electricity to millions of Indian households is steadily moving closer to reality.
