Bharat Heavy Electricals Limited (BHEL), Ramachandrapuram, Hyderabad, has invited tenders for the operation and maintenance of a 1.5 MWp solar power plant. The duration of the contract is two years, and the estimated cost for the entire project is ₹18 lakhs. The tender dated 03 July 2025 is being conducted through a two-part bid process, where the techno-commercial bid and price bid must be submitted online via the BHEL e-procurement portal.
The deadline for submitting bids is 17 July 2025, with the tender opening scheduled at 14:00 hrs on the same day at BHEL R.C. Puram. The cost of the tender document is nil, but bidders are required to submit an earnest money deposit (EMD) of ₹36,000. MSME/NSIC registered contractors may be exempted from the EMD upon submission of relevant certificates and a Chartered Accountant’s declaration confirming ongoing MSME status.
To qualify, bidders must meet certain financial and technical eligibility criteria. This includes an average annual financial turnover of at least ₹5.4 lakhs during the last three financial years, and experience in similar projects within the past seven years. Similar work includes experience in operating or maintaining solar power plants or handling electrical work of 33 kV or above. In addition, bidders must hold valid electrical licenses issued by the governments of Andhra Pradesh or Telangana and possess independent PF and ESI codes.
The contract will be awarded based on a thorough evaluation of the techno-commercial bid, followed by the opening of the price bid. If needed, BHEL may conduct a reverse auction among technically qualified bidders. The contractor must adhere to BHEL’s safety and statutory requirements, including compliance with labor laws and maintenance of appropriate records. Manpower must include trained workers with medical fitness and a dedicated safety supervisor for compliance at the solar plant site.
BHEL retains the right to cancel the contract or reject any tender without assigning reasons. The selected contractor will be expected to maintain proper discipline, provide required safety equipment, and ensure all statutory dues, including PF, ESI, and bonuses, are paid to workers on time. Delays or performance lapses may attract penalties, and in case of accidents, the contractor will be liable for compensation as per defined norms.
The tender strictly mandates that no hard copies of bids be submitted; only digital submissions through the portal will be accepted. Interested bidders are encouraged to inspect the worksite before bidding and submit their queries or clarifications through official channels.
