Indian Oil Corporation Limited (IOCL), Pipelines Division, Western Region Pipelines at Jodhpur, has invited tenders for the comprehensive operation and maintenance of its 5 MW solar photovoltaic plant located at Rawra village, Tehsil Bap, District Phalodi in Rajasthan. The work is to be completed within 253 days from the date of the Letter of Acceptance, Work Order, or site clearance notice issued by the Engineer-in-Charge.
According to the tender, the defect liability period is twelve months, ensuring accountability for performance and service quality. The site location is critical as the solar plant contributes significantly to IOCL’s renewable energy goals in Rajasthan. The scope of work is detailed in the Special Conditions of Contract, with requirements that cover complete operation and maintenance of the solar facility.
The tender comes with several important dates. The start date for downloading tender documents was August 30, 2025, from 17:00 hours, with clarifications allowed from the same day until September 13, 2025, up to 17:00 hours. Online bid submissions open on September 6, 2025, at 09:00 hours and close on September 13, 2025, at 17:00 hours. The techno-commercial bid will be opened on September 15, 2025, at 10:00 hours, or at the earliest convenience thereafter. The bid validity will remain for four months from the date of opening of the techno-commercial bid.
To qualify, bidders must meet financial and technical criteria. The minimum annual turnover of the bidder in any of the last three financial years, from 2022-23 to 2024-25, must be at least ₹25.83 lakh. Additionally, bidders should have completed similar work in the past seven years, either as a main or sub-contractor. This includes one work valued at ₹21.53 lakh, two works valued at ₹17.22 lakh each, or three works valued at ₹12.92 lakh each. The definition of similar work includes supply, installation, testing, and commissioning of grid-interactive solar photovoltaic plants of 500 KW or above, or operation and maintenance of such plants.
On the technical side, bidders must have completed the operation and maintenance of solar power plants of 500 KW or more for at least one year. They are also required to hold a valid electrical contractor’s license to work on system voltages up to 33 KV.
As part of the tender conditions, bidders must submit an Earnest Money Deposit (EMD) of ₹11,000. The EMD can be paid through a bank guarantee or via online payment methods such as NEFT or RTGS. Additionally, successful bidders will need to provide a performance security or security deposit. This is set at 2.5% of the nominal contract value, or alternatively, a full security deposit of 10% of the nominal contract value.
The tender documents are to be submitted online only through the IOCL e-tendering portal, and no physical bids will be accepted. IOCL has clarified that the tender documents are non-transferable, and the corporation reserves the right to cancel or modify the tender without assigning any reason. Disputes arising from the tender or contract will fall under the jurisdiction of the courts in Rajasthan.
