Rajasthan Electronics & Instruments Limited (REIL), a โMini Ratnaโ Central Public Sector Enterprise under the Ministry of Heavy Industries, has issued a Notice Inviting Tender (NIT No.: REIL/NIT/PMC/2025-26/001) for the implementation of 22 MWp grid-connected solar power plants on government buildings across multiple states and union territories under the Renewable Energy Service Company (RESCO) model.
The initiative is part of the Ministry of New and Renewable Energyโs (MNRE) directive to promote the saturation of government buildings with rooftop solar systems under the PM Surya Ghar: Muft Bijli Yojana. The tender aims to support Indiaโs target of achieving 500 GW of grid-connected renewable capacity by December 2025.
According to the tender, REIL will act as the implementing agency for solar rooftop systems across central and state government departments, autonomous bodies, and public sector undertakings, with a total capacity of 22 MWp distributed across 10 regions of India. The solar power generated will be used for captive consumption, with surplus energy fed into the national grid.

The projects will range above 20 kWp each and will be executed under a 25-year Power Purchase Agreement (PPA). The indicative regional allocation includes states such as Andhra Pradesh, Tamil Nadu, Gujarat, Rajasthan, Uttar Pradesh, and North Eastern States, among others.
A pre-bid conference is scheduled for October 29, 2025, at REILโs Jaipur headquarters, to address technical and commercial clarifications.
Eligibility & Compliance
Bidders must demonstrate technical and financial capability, adhere to Public Procurement (Preference to Make in India) Order 2017, and comply with the Department of Expenditureโs Land Border Sharing Guidelines. The bidding process follows a single-stage, two-envelope system โ comprising technical and financial bids.
REIL has emphasized that all bids quoting tariffs above the ceiling limits will be rejected and that no subsidies or incentives will be provided under this scheme.
This tender represents a major step in advancing Indiaโs green energy mission by promoting decentralized solar adoption in government infrastructure, fostering self-sustainability, and reducing reliance on fossil fuels across public sector establishments.
