WBSEDCL Issues Limited E-Tender To Insure 7.7 MW Solar Plant At Kotaldih In West Bengal For 2026-27

The West Bengal State Electricity Distribution Company Limited has issued a limited e-tender for insurance coverage of its 7.7 MW solar photovoltaic power plant and associated machinery located at Kotaldih in Asansol. The tender was released by the Corporate Insurance Department in Kolkata on December 11, 2025, under Notice No. INS-21/2025-26. WBSEDCL is seeking quotations from empanelled insurance companies for a policy period starting on March 6, 2026, and ending on March 5, 2027.

The tender specifies two major insurance requirements for the solar plant. The first is a Fire, STFI, and Earthquake Policy for the civil structures and plant and machinery, including all electrical equipment. The reinstatement value for this coverage is listed at ₹39,07,67,747. The second requirement is for a burglary policy, which includes theft coverage for the plant and machinery along with electrical equipment. The reinstatement value for this part is ₹27,77,45,094.

The tender has been circulated to major insurance companies such as The New India Assurance Company, HDFC ERGO General Insurance, ICICI Lombard General Insurance, SBI General Insurance, and other empanelled insurers. These companies have been invited to participate in the e-tendering process through the official government tender portal.

WBSEDCL has outlined a clear schedule for the tender process. The tender was published on December 12, 2025, at 10:00 hours, which also marked the start of document downloads and online bid submission. The last date for raising pre-bid queries is December 19, 2025, up to 14:00 hours. A pre-bid meeting will be held on December 22, 2025, at 15:00 hours. The bid submission window remains open until January 13, 2026, at 14:00 hours. Technical bids will be opened on January 15, 2026, at 14:30 hours, followed by the financial bid opening on the same day at 15:00 hours.

All quotations must be submitted through the West Bengal government’s tender website. The rates quoted by bidders must be firm and exclusive of GST. The selection of the winning bidder will be based on the quality-cum-cost-based selection method, where the total package rate will be considered. The company has also reserved the right to cancel the tender without assigning any reason.

The tender notice states that premium co-sharing may be implemented among all participating bidders as per the tender terms. Any refusal to accept premium sharing or the Letter of Award may lead to penalties. Additionally, the quoted rates must remain valid for at least 90 days from the date of bid opening. The tender document does not mention any earnest money deposit or performance bank guarantee requirements.
