Military Engineer Services Issues Tender For 2 MW Solar Plant Maintenance At Kapurthala In Punjab

The Military Engineer Services (MES) has issued a tender for the maintenance of a 2 MW solar power plant located at New Mil Station, Kapurthala, under GE Kapurthala. The project is aimed at ensuring proper upkeep and performance of the solar infrastructure. The estimated cost for the maintenance work is Rs. 66.99 Lakh, reflecting current market rates.

The contract will follow an item rate system based on actual measurements, in line with IAFW 1779-A and the General Conditions of Contracts (GCC) IAFW-2249. Contractors are required to quote rates for all items listed in Schedule โ€˜Aโ€™, with the maintenance work scheduled to be completed within 273 days.

Eligibility for the tender is clearly defined. MES-enlisted contractors in Class ‘C’ and above under category ‘b (i)’ can participate, provided they have no adverse remarks in their Work Load Return (WLR). Un-enlisted contractors may also apply if they meet the enlistment criteria for Class ‘C’ and category ‘b (i)’, including standards for annual turnover, solvency, working capital, and fixed assets. Firms must not be debarred, suspended, or blacklisted by any government department or public sector undertaking.

Financial requirements include a tender document cost of Rs. 1,000, payable via Demand Draft or Bankerโ€™s Cheque in favor of GE Kapurthala. Non-enlisted contractors must submit an Earnest Money Deposit (EMD) of Rs. 1,25,500 as a Call Deposit Receipt, as Bank Guarantees are not accepted. While the Performance Bank Guarantee (PBG) is not specified, standard MES rules typically require 5% of the contract value from the successful bidder before work commencement.
