The Kasturba Health Society, which represents the Mahatma Gandhi Institute of Medical Sciences in Sevagram, Wardha, has issued a tender for the servicing, maintenance, and cleaning of its solar power systems installed across the instituteโs campus. The project covers a total installed capacity of around 990 kWp, which includes both rooftop solar installations and ground-mounted solar photovoltaic systems operating within the premises. The initiative aims to ensure that the solar infrastructure continues to perform efficiently while supporting the instituteโs commitment to sustainable energy use.
According to the tender details, qualified firms, contractors, and manufacturers are invited to participate in the bidding process through a two-bid online system. The tender requires participants to submit both a Techno-Commercial Bid and a Financial Bid. The selected contractor will be responsible for maintaining the solar systems through regular inspection, servicing, and cleaning to ensure optimal performance and energy generation.
The scope of work includes systematic cleaning of solar panels using fresh water and suitable cleaning agents such as shampoo. The tender clearly specifies that abrasive materials like wire brushes and harsh chemicals, including sodium hydroxide, must not be used during the cleaning process as they may damage the solar modules. In addition to panel cleaning, the contractor will also need to maintain the surrounding environment of the solar installations. For ground-mounted systems, this includes trimming grass, removing bushes, and clearing any vegetation that may obstruct sunlight or affect system performance. For rooftop installations, debris removal and general maintenance will be necessary to maintain system efficiency.
The tender document outlines several financial requirements for participating bidders. The tender fee has been set at โน590, including GST. In addition, bidders are required to submit an Earnest Money Deposit (EMD) of โน2,500, which must be transferred through RTGS or NEFT to the Kasturba Health Societyโs account held with Axis Bank. However, Micro and Small Enterprises (MSEs) may qualify for an exemption from the EMD requirement if they provide valid supporting documents.
The successful bidder will also be required to provide a Performance Bank Guarantee or security deposit, which will remain valid for a period of five years or until all contractual responsibilities, including the warranty period, are completed. For contracts valued up to โน10 lakh, bidders must also sign a Pre-Contract Integrity Pact on a non-judicial stamp paper worth โน500.
The tender process officially began on March 13, 2026, with clarification requests accepted until March 17, 2026. The deadline for bid submission is March 20, 2026, while the opening of bids is scheduled for March 23, 2026. All submissions must be made digitally through the Central Public Procurement Portal, and bidders must possess a valid Class III Digital Signature Certificate.
To qualify for the contract, bidders must demonstrate an average annual turnover equal to at least 50 percent of the estimated tender cost during the past three financial years. They must also have completed similar work within the last two years, including at least one project valued at โน2 lakh or more. The contract will run for a period of 12 months, during which the contractor will be responsible for supplying all required materials, cleaning agents, equipment, and machinery at their own cost and risk.
