Engineering Projects (India) Ltd. (EPIL), a Mini Ratna public sector enterprise under the Government of India, has taken a fresh step to strengthen its presence in the renewable energy sector. The company has invited Expressions of Interest (EOI) from experienced agencies for empanelment as partners for upcoming solar photovoltaic (PV) power plant projects across the country. Through this initiative, EPIL aims to work closely with private players to execute solar projects on an Engineering, Procurement, and Construction (EPC) basis.
The empanelled agencies will support EPIL in the design, engineering, supply, construction, and commissioning of solar PV power plants. These projects are expected to be implemented at multiple locations across India, helping EPIL expand its renewable energy portfolio while contributing to the countryโs clean energy goals.
To ensure participation from companies with different levels of experience and capacity, the empanelment has been divided into four categories based on project size. Category A covers solar projects up to 10 MW AC. Category B includes projects above 10 MW AC and up to 25 MW AC. Category C applies to projects above 25 MW AC and up to 50 MW AC, while Category D is meant for large-scale projects above 50 MW AC.
EPIL has also specified financial requirements for interested agencies. The EOI fee starts at โน11,800 for Category A and goes up to โน29,500 for Categories C and D. The Earnest Money Deposit (EMD) has been fixed at โน2,00,000 for Category A, โน5,00,000 for Category B, and โน10,00,000 for Categories C and D. While the exact Performance Bank Guarantee (PBG) amount has not been defined at this stage, the selected or โQualified Partnerโ will be required to submit the full performance guarantee as per the final tender conditions of the end client, on behalf of EPIL.
The schedule for the EOI process has also been announced. The last date for seeking clarifications is January 30, 2026, up to 6:00 pm. The submission of EOIs will begin on February 2, 2026, at 9:00 am, and will close on February 12, 2026, at 3:00 pm. The opening of EOIs is scheduled for February 13, 2026, at 3:00 pm.
The empanelment will be valid for a period of two years from the date of signing the Memorandum of Understanding, with an option for extension if required. All applications must be submitted online through the Central Public Procurement Portal. This move highlights EPILโs intent to scale up its solar EPC activities by partnering with capable private agencies and playing a stronger role in Indiaโs renewable energy growth.
