The Department of Energy (DOE) has advanced a 10-year Green Energy Auction Program that aims to add at least 25 gigawatts (GW) of new renewable energy capacity by 2035. The capacity will be offered through annual competitive auctions starting this year, with project deliveries expected to begin as early as 2027 and continue through 2035. The initiative is designed to expand the Philippinesโ renewable energy portfolio, improve long-term power supply reliability, and help the country meet its clean energy targets.
Under the leadership of Ferdinand Marcos Jr., the government has reaffirmed its commitment to achieving a 35 percent renewable energy share in the power generation mix by 2030 and 50 percent by 2040. These targets are described as measurable and time-bound, guiding sector planning, investment, and infrastructure development.
The DOE has outlined the technologies to be covered under Green Energy Auction rounds GEA-6 to GEA-9. GEA-6 will include onshore wind and floating solar. GEA-7 will focus on rooftop solar and solar projects paired with battery energy storage systems in collaboration with the Mindanao Development Authority. GEA-8 will feature solar on stilts with the Department of Agriculture, AgriSolar projects with the Department of Agrarian Reform and the Department of Agriculture, and canal-top solar with the National Irrigation Administration. GEA-9 will cover biomass, geothermal, solar, hydropower, and onshore wind technologies.
For the 2027โ2028 delivery window, the DOE targets at least 3,200 megawatts (MW) of solar capacity, excluding floating solar, across Luzon, Visayas, and Mindanao. An additional 85 MW of rooftop solar is planned for Visayas and Mindanao. A further 5,565 MW from other technologies is targeted for delivery between 2028 and 2035. These capacities will be included in auction rounds scheduled for 2026 and 2027. Future auction schedules for the remaining capacity under the 25 GW target will depend on project readiness, grid conditions, and supply-demand scenarios.
The planned pipeline was presented by Renewable Energy Management Bureau Director Marissa P. Cerezo during the Renewable Energy Investment Forum held on 13 February 2026 at Seda BGC in Bonifacio Global City. The event gathered over 300 participants from the private sector, government agencies, financial institutions, the diplomatic corps, academe, and media.
At the forum, Energy Secretary Sharon S. Garin said the clear auction pipeline will provide market visibility to developers and financiers, helping them mobilize capital and deliver projects on schedule. The DOE also launched the Renewable Energy Offtake in the Philippines guide to help investors understand offtake options, including competitive procurement, participation in the Wholesale Electricity Spot Market, green energy auctions, retail supply, net-metering, ancillary services, and renewable energy certificates and carbon credit markets.
