Dubai Supreme Council of Energy Reviews 2025 Clean Energy Progress and Waste-to-Energy Expansion Plans

Ahmed bin Saeed Al Maktoum, Chairman of the Dubai Supreme Council of Energy, chaired the 92nd meeting of the council at the Mandarin Oriental Jumeirah Hotel, in the presence of Saeed Mohammed Al Tayer, Vice Chairman of the council.

The meeting was attended by Ahmed Buti Al Muhairbi, Secretary General of the council, along with senior members including Marwan bin Ghalita, Director General of Dubai Municipality; Abdulla bin Kalban, Managing Director of Emirates Global Aluminium; Hussain Lootah, CEO of Emirates National Oil Company; Juan-Pablo Freile, General Manager of Dubai Petroleum and Dubai Supply Authority (DUSUP); and Muna Alosaimi, CEO of the Strategy and Corporate Governance Sector at the Dubai Roads and Transport Authority.

During the session, the council reviewed the performance of programmes and projects completed in 2025 under the approved framework supporting clean energy initiatives and optimized electricity and water consumption. Performance indicators were assessed to strengthen Dubai’s roadmap toward a sustainable economy and smart infrastructure.

A key agenda item was the operational performance of the Waste-to-Energy Centre in Warsan. The facility has processed over 4.5 million tonnes of waste, with 62% diverted from landfill, aligning with Dubai’s goal of eliminating landfill sites by 2041. The council confirmed that the second phase of the plant’s expansion will be launched later this year to further enhance waste processing capacity and energy recovery.

In a statement, Al Tayer said the council continues to reinforce Dubai’s position as a global model for sustainability and clean energy, in line with the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum. He noted that the council reviews annual programme performance, introduces new strategic elements, and applies a governance framework designed to accelerate carbon emission reductions, optimize resource management, promote green mobility, and improve energy sector efficiency.

Al Muhairbi added that the council is deploying advanced technologies to enhance waste treatment and reuse within a circular economy framework, while strengthening private sector participation in government-led sustainability initiatives.

The meeting reaffirmed Dubai’s commitment to advancing clean energy strategies, improving waste management systems, and accelerating the emirate’s long-term decarbonization objectives.
