Central Transmission Utility of India Limited (CTUIL), a wholly owned subsidiary of Power Grid Corporation of India Limited, has issued a Request for Proposal (RfP) for appointing an Independent Engineer for a major renewable energy transmission project in Madhya Pradesh. The project, titled โTransmission system for Evacuation of Power from RE Projects in Morena SEZ in Madhya PradeshโPhase I (2500 MW),โ aims to support the growing renewable energy capacity in the region.
The selection of the Independent Engineer will be carried out through the Quality and Cost Based Selection (QCBS) method. The bidding process will take place through domestic competitive bidding on the Government e-Marketplace (GeM) portal. This approach ensures that both technical expertise and financial competitiveness are considered while selecting the most suitable bidder.
The appointed Independent Engineer will play a key role in overseeing the implementation of the project. Their primary responsibility will be to monitor the construction and execution of major infrastructure components such as substations and transmission lines. The engineer will ensure that all works are carried out in accordance with the provisions of the Transmission Service Agreement (TSA). In addition, the role includes monitoring project progress, ensuring quality standards, assessing costs during the construction phase, and supporting dispute resolution if any issues arise during execution.
The transmission project itself includes critical infrastructure development. One of the main components is the establishment of a 765/400/220 kV Morena Pooling Station, which will act as a key node for evacuating renewable power. The project also involves the development of multiple 765 kV double circuit transmission lines, which are essential for transmitting large volumes of electricity from renewable energy projects to the grid.
Bidders interested in participating in the process must follow a single-stage, two-envelope submission system. The first envelope will include the techno-commercial proposal, which outlines the bidderโs technical capabilities and compliance with project requirements. The second envelope will contain the financial bid. Submissions are required to be made both online through the GeM portal and in hard copy at the CTUIL office located in Gurugram.
The RfP was published on April 6, 2026, and a pre-bid meeting was scheduled for April 13, 2026, at 11:00 AM to address queries from prospective bidders. The deadline for submission of bids, both online and in physical form, is April 27, 2026, at 3:00 PM. The techno-commercial bids will be opened on the same day at 3:30 PM.
In terms of financial requirements, bidders must submit a proposal security amounting to INR 2,77,000, which must remain valid for 225 days from the bid submission deadline. Additionally, the selected bidder will be required to furnish a Contract Performance Guarantee equivalent to five percent of the total contract value, including GST. This guarantee will remain valid until 90 days after the scheduled completion and final acceptance of the work.
