APERC Invites Public Feedback On 1,000 MW BESS Proposal Backed By APDISCOMS

The Andhra Pradesh Electricity Regulatory Commission has issued a public notice on a major proposal that could strengthen the state’s power infrastructure. The proposal, filed under petition number OP No. 18 of 2026, has been submitted jointly by the state’s main power distribution companies—APCPDCL, APSPDCL, and APEPDCL—along with the state transmission utility APTRANSCO.

The petition focuses on getting approval for tripartite Battery Energy Storage Purchase Agreements (BESPAs). These agreements were signed between the developers, APTRANSCO, and the distribution companies in late March and early April 2026. The project aims to develop 1,000 MW/2,000 MWh of Battery Energy Storage System (BESS) capacity. If approved, this capacity will be procured for a long-term period of 12 years starting from the Commercial Operation Date.

The petitioners have also requested the Commission to approve the tariffs discovered through a competitive bidding process under Section 63 of the Electricity Act 2003. The proposal is supported by legal provisions under the APERC Conduct of Business Regulations-1999 and the AP Electricity Reform Act-1998.

Several private companies have been named as respondents in the case. These include Bondada Hindupur BESS Project Pvt Ltd, Brahmasagar Renewables Pvt Ltd, Powergrid Energy Service Ltd, Bhagawati Green Energy P1 Pvt Ltd, Legion Energy BESS Simhachalam Pvt Ltd, and Gajuwaka BESS IPP Pvt Ltd. These firms are expected to play a key role in the development of the storage projects.

As part of the process, APERC has made the full petition and related documents available on its official website. The Commission has invited comments, objections, and suggestions from stakeholders and the public. Interested parties can submit their feedback by May 13, 2026, either by post or email.

After receiving public responses, the distribution companies, developers, and APTRANSCO must reply to the objections by May 25, 2026. A public hearing will also be held later, though the date has not yet been announced. The notice was officially released on April 22, 2026.
