The Department of Energy (Philippines) (DOE) has formally turned over a 40-kilowatt peak (kWp) solar photovoltaic (PV) system to the Technical Education and Skills Development Authority (TESDA), marking another step in the governmentโs effort to lower electricity costs in public facilities while promoting renewable energy awareness and technical skills development.
The turnover ceremony took place on April 27, 2026, at the TESDA Complex and coincided with the groundbreaking of the Regional TVET Innovation Center. The event was attended by DOE Undersecretary Mario Marasigan, representing Energy Secretary Sharon S. Garin, alongside TESDA Director General Kiko Benitez, Taguig City Mayor Lani Cayetano, TESDA Regional Director Angelina Carreon, and representatives from government and industry.
According to Secretary Garin, the solar installation reflects the countryโs broader clean energy ambitions and highlights the governmentโs commitment to leading renewable energy adoption by example. She emphasized that the initiative demonstrates how public institutions can take an active role in advancing sustainability goals.
The solar PV system forms part of the DOEโs flagship demonstration projects under the Government Energy Management Program (GEMP), an initiative designed to promote energy efficiency and renewable energy integration across government facilities. Through the program, the DOE aims to transform public buildings into models of sustainable energy use by reducing dependence on grid power and generating long-term operational savings.
The newly installed 40-kWp system is expected to lower TESDAโs electricity expenses while easing demand on the power grid during peak consumption periods. The savings generated from reduced electricity use could be redirected toward TESDAโs training programs, facility improvements, and broader access to technical and vocational education.
Beyond cost savings, the facility is expected to function as a practical learning platform for TESDA trainees, providing students with direct exposure to renewable energy systems within their training environment.
The DOE highlighted TESDAโs strategic role in preparing the Filipino workforce for the clean energy transition, as the country works toward achieving its renewable energy targets of 35% by 2030 and 50% by 2040.
The department reiterated that achieving energy security, affordability, and sustainability requires active participation across all public institutions, not just within the power sector. By deploying renewable energy systems in government facilities, the DOE seeks to demonstrate scalable and replicable solutions that can reduce costs, strengthen sustainability efforts, and support green workforce development across the Philippines.
