GHD Named Owner’s Engineer for TotalEnergies-Backed 440 MWp Philippines Solar Project

Professional services firm GHD has been appointed as the Owner’s Engineer for San Ignacio Energy Resources Development Corp.’s 440 MWp solar power project in Ilagan City, Isabela Province, Philippines, marking one of the country’s largest planned solar developments.

The utility-scale solar facility, spread across a 330-hectare site in Northern Luzon, is being developed by TotalEnergies in partnership with Nextnorth. The project aligns with the Philippine government’s renewable energy roadmap, which targets 35% renewable energy in the electricity mix by 2030 and 50% by 2050.

Under the agreement, GHD will provide project management and technical advisory services covering engineering, procurement, construction, installation, testing, and commissioning activities. The scope also includes engineering design reviews, construction supervision, quality assurance oversight, commissioning support, and health, safety, security, social, and environmental (HSSSE) supervision for both offshore and onshore operations.

According to the company, the project site’s rolling terrain in Isabela presents engineering and construction challenges that will influence solar-panel layout, shading optimization, and installation methodologies for the large-scale solar plant.

Sheldon Krahe, APAC Energy Leader at GHD, said the appointment highlights the company’s commitment to supporting sustainable energy infrastructure across the Asia-Pacific region. He noted that the project combines GHD’s global technical expertise with local market understanding to support the Philippines’ clean energy transition.

Miguel Mapa, President of SIERDC, described the Ilagan solar project as one of the most significant renewable energy investments in Northern Luzon, adding that the appointment of GHD reflects the developer’s focus on meeting international standards throughout project execution.

The Ilagan solar development is expected to contribute to the Philippines’ growing push toward large-scale renewable energy deployment and long-term energy security.
