NTPC Green Energy Limited (NGEL), acting on behalf of NTPC UP Green Energy Limited (NUGEL), has invited bids for the development of a 100 MW ground-mounted solar photovoltaic power project in Jhansi, Uttar Pradesh. The tender has been issued under a domestic competitive bidding route and will follow a single-stage, two-envelope system consisting of a techno-commercial bid and a price bid, followed by a reverse auction process.
The project will be executed on an engineering, procurement, and construction (EPC) basis and includes a wide range of activities from initial site preparation to commissioning and operation. According to the tender notice, the selected bidder will be responsible for site levelling, land clearing, topographical surveys, and geotechnical investigations on the land provided by the owner on an โas is where isโ basis.
The scope of work further includes the design, engineering, manufacturing, supply, installation, testing, and commissioning of the complete solar PV plant. Developers will have to supply fixed-tilt module mounting structures along with solar PV modules and undertake all associated civil and electrical works. The project also requires the establishment of inverter rooms, an extra high voltage (EHV) switchyard, transformers, and transmission infrastructure for grid connectivity.
The generated power will be evacuated through a 33 kV system connected to a 220 kV switchyard. The tender also emphasizes advanced automation and monitoring systems. Developers will need to install a SCADA system for remote monitoring and control, weather monitoring stations, harmonic filters, dynamic reactive power compensation equipment, and CCTV surveillance systems across the plant area.
Apart from construction and commissioning, the successful bidder will also provide operation and maintenance services for a period of three years. Mandatory spare parts and associated support services are also included in the contract requirements.
The bidding schedule has been clearly outlined by NGEL. Tender documents are available for download from May 15, 2026, and can be accessed until May 27, 2026, up to 5:00 PM IST. A pre-bid conference is scheduled for May 28, 2026, where bidders can seek clarifications regarding the project and tender conditions. The final submission deadline for both techno-commercial and price bids is June 8, 2026, at 2:00 PM IST, while the techno-commercial bids will be opened on the same day at 2:30 PM IST.
To qualify, bidders must meet strict financial and technical eligibility criteria. Companies are required to have an average annual turnover of at least INR 200 Crores during the last three financial years and a net worth equal to or greater than their paid-up share capital. Technically, bidders must have prior experience in executing grid-connected solar projects with a cumulative capacity of at least 40 MWp, including one project of 10 MWp that has been operational for a minimum of six months.
The tender also requires bidders to submit an Earnest Money Deposit (EMD) of INR 5 Crores. NGEL stated that failure to submit the bid security in the prescribed manner would lead to immediate rejection of the bid.
