The Jammu and Kashmir Energy Development Agency (JAKEDA) has announced the results of its major rooftop solar tender aimed at expanding clean energy adoption across government buildings in the union territory. The tender, floated in October 2025, targeted around 152.75 MW of grid-connected rooftop solar capacity under the Renewable Energy Service Company (RESCO) model. The projects are planned across nearly 6,613 government buildings grouped into 12 clusters.
Under the RESCO model, selected developers will finance, design, install, operate, and maintain the rooftop solar systems for 25 years. In return, government departments will purchase the generated electricity at fixed tariffs discovered through competitive bidding. This model helps government institutions reduce electricity expenses without making upfront investments in solar infrastructure.
JAKEDA has currently awarded 45.75 MW of capacity out of the total tendered volume. A consortium led by Photon Surya Urja and Horizon Renewable Power secured the largest share of the awarded projects with 36 MW allocated for the Health and Medical Education Department in Jammu. The consortium quoted a tariff of โน4.19 per kWh, which emerged as one of the lowest rates in the auction.
Fujiyama Power Systems won a 4 MW rooftop solar project for the Skill Development Department in Kashmir at a tariff of โน5.25 per kWh. Kruti Power Projects also secured several smaller projects across the Housing, Urban Development, and Power Development departments, with tariffs ranging between โน4.42 per kWh and โน5.27 per kWh.
The scope of work includes project survey, engineering, financing, installation, commissioning, and long-term operation and maintenance. Developers have been asked to maintain a minimum Capacity Utilization Factor (CUF) of 13.5 percent. JAKEDA has also made it mandatory for all solar modules and components used in the projects to comply with the Approved List of Models and Manufacturers (ALMM) standards to ensure quality and reliability.
