Energy Efficiency Services Limited (EESL), a joint venture of public sector undertakings under the Ministry of Power, has invited bids for the development of a 2.5 MW (AC) solar power project in Maharashtra. The project will be developed at the Velu site in Ahmednagar district and is aimed at strengthening decentralized renewable energy generation in the state.
According to the tender document, the selected contractor will be responsible for the complete execution of the project. The scope of work includes design, engineering, supply of equipment, construction, erection, testing, commissioning, and operation and maintenance (O&M) of the solar power plant for a period of 12 years. The plant will be connected to the distribution network at the 11 kV level.
The tender has been issued under a domestic competitive bidding process. EESL officially released the Invitation for Bids (IFB) on June 9, 2026, under the reference number EESL/06/2026-27/MH/MSEDCL/Velu-SPGS/OTE/262705005.
To address queries from prospective bidders, EESL has scheduled an online pre-bid meeting through Microsoft Teams on June 16, 2026, at 11:00 AM IST. Interested bidders are required to submit their questions and clarification requests within four days from the date of tender issuance to ensure they are addressed during the meeting.
The last date for submission of bids, including both online and physical documents, is June 30, 2026, by 11:00 AM IST. The techno-commercial bids will be opened on the same day at 11:30 AM IST. EESL will evaluate the submissions before selecting the successful bidder for the project.
Once the site is handed over and the zero date is established, the selected contractor must complete the entire project within 180 calendar days. This includes installation, testing, pre-commissioning activities, and final grid synchronization of the solar power plant.
The tender also outlines specific financial requirements for participation. Bidders must pay a non-refundable tender fee of Rs. 25,000. In addition, an Earnest Money Deposit (EMD) of Rs. 20.8 lakh is mandatory. The EMD may be submitted either through an online payment gateway or in the form of a bank guarantee. If submitted as a bank guarantee, it must remain valid for at least 225 days beyond the bid validity period.
Following the award of the contract, the successful bidder will be required to furnish a Performance Bank Guarantee (PBG) equivalent to 5% of the total contract value. The PBG must be submitted within 28 days of receiving the Notification of Award, ensuring performance security throughout the execution of the project.
