NTPC Invites Bids For O&M Services Of 20 MW Solar PV Plant In Gujarat

NTPC Limited, operating under the Ministry of Power, has invited bids for the operation and maintenance of its 20 MW Solar PV Plant located at the NTPC Jhanor Gandhar Gas Power Plant in Gujaratโ€™s Bharuch district. The tender was issued through the Government e-Marketplace (GeM) portal under bid number GEM/2026/B/7642175 on June 10, 2026. The contract will be awarded for a period of two years and one day and will cover complete operation and maintenance activities at the solar facility.

According to the tender document, the selected contractor will be responsible for carrying out all operational and maintenance activities, including the supply of required consumables within the contract value. The project has been structured as a lump-sum facility management service contract, with the service provider expected to ensure the efficient functioning of the solar power plant throughout the contract period.

NTPC has fixed June 29, 2026, at 3:00 PM as the deadline for bid submission. The technical bids will be opened on the same day at 3:30 PM. The tender follows a two-packet bidding system, where technical and financial bids will be evaluated separately. The company has also specified that bid validity must be maintained for 120 days from the date of bid closure. To ensure competitive participation, the GeM system will stop automatic bid extensions only after receiving at least three bids. If this condition is not met, the submission deadline may be extended by seven days, up to a maximum of three times.

As part of the eligibility requirements, bidders are required to submit an Earnest Money Deposit (EMD) of โ‚น2 lakh. However, Micro and Small Enterprises (MSEs) with a valid Udyam Registration Certificate are exempted from this requirement, provided they are direct service providers and not traders or resellers. The successful bidder will also need to furnish an electronic Performance Bank Guarantee equivalent to 5% of the contract value, with a validity period of 29 months.

The tender document further outlines several compliance requirements, including submission of GST, PAN, PF, and ESI registrations, local content declarations, and country-of-origin details. NTPC has also mandated compliance with government regulations concerning bidders from countries sharing a land border with India. Additionally, the company will facilitate payments through the Trade Receivables Discounting System (TReDS), with payments to be released within 30 days after service acceptance and invoice submission.
