MES Floats ₹95 Lakh Tender For Operation And Maintenance Of 6 MW Solar Power Plant In Jodhpur Army Area

The Military Engineer Services (MES) has issued a tender for the maintenance, operation, and management of a large solar power facility located in the Jodhpur Army Area. The project has been released under the authority of the Commander Works Engineer (CWE) Army Jodhpur and will be executed by Garrison Engineer (Army) No. 01 Jodhpur.

The contract involves comprehensive maintenance, manning, and operation of a Solar Photovoltaic (SPV) Grid Interactive Power Plant with a combined capacity of 6 MW, comprising 4 MW and 2 MW installations along with all associated distribution infrastructure. The estimated value of the project is Rs. 95 lakh, and the work is expected to be completed within a period of eleven months.

According to the tender conditions, MES-enlisted contractors holding a valid Class ‘C’ registration are eligible to participate. Such firms must also have a notarized Memorandum of Understanding (MoU) with a Ministry of New and Renewable Energy (MNRE)-approved channel partner having a performance rating between 1A and 2C. Unenlisted contractors may also bid if they meet the financial and technical requirements specified under the MES Manual on Contractor 2020.

The tender places significant emphasis on technical experience. Bidders must have successfully completed solar power projects during the last seven years. Eligible experience includes one project of at least 4.8 MW, two projects of at least 3 MW each, or three projects of at least 2.4 MW each. These projects must have been executed for government departments or public sector undertakings.

The bidding process will be conducted through the defence e-tendering portal. Contractors are required to submit bids electronically along with scanned copies of necessary financial documents. Original copies of the required financial instruments must be submitted to the accepting authority within seven days of the bid closing date. Failure to comply with this requirement may result in a six-month suspension from future bidding opportunities.

The tender requires an Earnest Money Deposit (EMD) of Rs. 1,67,500 in the form of a Deposit at Call Receipt in favour of Garrison Engineer (Army) No. 01 Jodhpur. Additionally, a non-refundable tender fee of Rs. 1,000 must be submitted through a Demand Draft or Banker’s Cheque.

MES has also mandated strict compliance with performance security requirements. Contractors failing to furnish the required Performance Bank Guarantee may face contract cancellation and suspension. The tender further prohibits unauthorized subletting and restricts related firms with common ownership from participating simultaneously, ensuring transparency and fair competition.
