The Military Engineer Services (MES) has invited tenders for the repair and maintenance of a 2 MW solar power plant located at INS Valsura in Jamnagar. The tender has been issued by the Garrison Engineer (I) Navy, Jamnagar, for the financial year 2026-27. The project aims to ensure the smooth functioning and operational efficiency of the solar facility that supports the naval establishment.
According to the tender notice, the estimated cost of the work is Rs. 25 lakh at current market rates. The selected contractor will be required to complete the maintenance work within a period of 11 months from the date of handing over the site.
Interested contractors can participate in the bidding process by purchasing the tender documents on payment of a non-refundable fee of Rs. 500 through a Demand Draft or Banker’s Cheque in favour of the Garrison Engineer. Un-enlisted contractors are also eligible to participate but must submit an Earnest Money Deposit (EMD) of Rs. 50,000 through a deposit-at-call receipt.
The tender process will be conducted through a two-cover e-tendering system on the official defence procurement portal. Under this system, bidders must first submit a Technical Bid containing all eligibility documents, GST registration details, and Employee Provident Fund (EPF) code information. The Financial Bid will be opened separately after the technical evaluation process is completed.
MES has also included several conditions to ensure transparency and fair competition. Close relatives with common business interests, such as father and son, are not permitted to submit separate competing bids for the same project. The tender conditions further prohibit subletting of the contract or execution of the work through a third-party power of attorney arrangement.
For eligibility, MES-enlisted contractors must possess a Class โEโ or higher classification under category โb(i)โ and should have a satisfactory performance record. Contractors who are not enlisted with MES, except foreign firms, may also participate, provided they meet the prescribed requirements related to financial capability, annual turnover, and previous work experience.
Bidders are required to upload their technical and financial documents before the deadline mentioned on the portal. In addition, physical copies of the payment instruments must be submitted to the Jamnagar office within five days of the bid closing date. Failure to comply with this requirement may result in administrative action, including temporary restrictions on future participation in MES tenders.
The tender notice also states that the Accepting Officer reserves the right to assess technical qualifications and is not obligated to award the contract to the lowest bidder. Contractors who are dissatisfied with technical disqualification decisions may submit an appeal to the Chief Engineer (NW), Kochi, for further review.
